Introduction

An unscheduled routine inspection was conducted to assess compliance with the Community Care and Assisted Living Act (CCALA), the Child care Licensing Regulations (CCLR) and the relevant Director of Licensing Standards of Practice (DLSOP).
Evidence for this report was based on the Licensing Officer’s observations, review of the facility records and information provided by the facility staff at the time of inspection.

As part of this Routine Inspection, a Facility Risk Assessment Tool is completed and a copy is provided to the facility.
The Risk Assessment includes any non-compliance identified during the routine inspection and a 3 year ‘historical’ review of the facility’s compliance and operation and is used to determine inspection frequency.

Current Inspection - Items reviewed comply with the Act, regulations & standards of practice except for those noted on supplementary pages.

Observed Violations
PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 11020 - CCLR s.13(2) - A licensee must ensure that the community care facility and the furniture, equipment and fixtures within it are clean and in good repair while children are in attendance.
Observation: The fridge temperature measured 5 degrees Celsius. For sfae food storage please ensure fridge temperature is monitored to ensure it is between 0--4 degrees Celsius.
Corrective Action(s): Please ensure fridge is in good repair and that temperature is monitored.

PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 11230 - CCLR s.47 - A licensee must ensure that any heated water accessible to children is heated to no more than 49° Celsius.
Observation: Hot water temperature at sink in the washroom measured 49.9 degrees Celsius and poses a risk of scalding injury.
Corrective Action(s): Please ensure water temperature is monitored to ensure it does not exceed 49 degrees Celsius to ensure the children's safety. Staff will assist children with handwashing until corrected.

RECORDS AND REPORTING: 19090 - CCLR s.57(2)(c) - A licensee must keep, for each child, a record showing the following information: (c) daily attendance record, indicating for each day whether the child is absent or, if the child is present, the time of arrival and departure.
Observation: Attendance record is maintained with sign in and out system and review of the records indicates the sign out time is missing for some children.
Corrective Action(s): Please ensure records are complete. Licensing notes this is a repeat violation.

RECORDS AND REPORTING: 19160 - CCLR s.57(2)(i) - A licensee must keep, for each child, a record showing the following information: (i) a photograph or digital image of the child, and other information that can be used to readily identify the child in an emergency.
Observation: Ten registration records were reviewed and all records were complete with the exception of missing a photo or digital image for one child.
Corrective Action(s): Please review all records and ensure all are complete.

Comments

The operation of the facility is in compliance with current regulations of the Community Care and Assisted Living Act (CCALA) and the Child Care Licensing Regulation (CCLR) apart from any listed above

On site today there were 3 ECE qualified staff at time of Licensing Officer's arrival with 13 children in care.
Only the Group Child Care (30 months to school age) program was inspected today. Staff files were not reviewed.
Staff to child ratio was in compliance with regulation requirements. The acting Manager (as Manager away) arrived at noon.
Licensing observed the children engaged in free play, having snack, playing outside and having lunch. Staff was observed interacting with the children and positive guidance was used by staff. Appropriate supervision was maintained by staff. When children are outside and require use of the washroom the children are accompanied by a staff to go back inside.

Discussions with the Acting Manager and/or Staff:
- Discussion on active supervision. Discussion with staff indicated appropriate supervision practice.
- Discussion Re: Lead in drinking water
- Discussion Re: RI reporting, and notification to Duty Licensing Officer.
- Log book records to ensure notifictaion to parent is recorded and staff completing the record initial the record.

A response in writing is required to be submitted to Licensing by the date below, outlining how the contravention(s) have been addressed.
A follow up inspection may be conducted due to the number and nature of the contraventions.
