Introduction

An unscheduled routine inspection was conducted to assess compliance with the Community Care and Assisted Living Act (CCALA), the Child Care Licensing Regulations (CCLR) and the relevant Director of Licensing Standards of Practice (DOLSOP).

Observed Violations
PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 11020 - CCLR s.13(2) - A licensee must ensure that the community care facility and the furniture, equipment and fixtures within it are clean and in good repair while children are in attendance.
Observation: Outdoor play area (toddler side): bottom wall panel is broken exposing sharp edges and interior building materials to the children.
Corrective Action(s): Ensure that facility's furniture, equipment and fixtures are clean and in good repair.

STAFFING: 12140 - CCLR s.19(4)(a) - A licensee must not employ a person in a community care facility as (a) an educator or an assistant unless the person holds a certificate issued under Division 2 [Employee Qualifications], which must be verified by the system maintained by the early childhood educator registry. (Educator or assistant certificate validation)
Observation (CORRECTED DURING INSPECTION): 6 staff files were reviewed; 1 staff's certificate was not validated through the ECE registry system.
Corrective Action(s): Ensure that all staff files are complete.

CARE AND/OR SUPERVISION: 14030 - CCLR s.34(2)(b) - Without limiting subsection (1), a licensee must ensure that (b) the ratio of employees to children attending a community care facility is no less than that permitted in Schedule E.
Observation: One of the IT room had no ITE staff. The Manager said that application was submitted to the registry for the staff to obtain her ITE certificate. LO discussed about exemption, i.e. staffing plan.
Corrective Action(s): Ensure that all staff files are complete.

Comments

Summary of Inspection
At today’s inspection there were 44 children and 10 staff present. Both the Licensee and the Manager were present and assisted LO with today's inspection. At this inspection the above noted contraventions were identified. Licensee is required to provide a written response by below date, including how areas found to be in non-compliance are addressed. As part of this Routine Inspection, a Facility Risk Assessment Tool was completed. This report was reviewed with the Manager and the Licensee onsite and a copy was provided via email.
LO discussed the following items with the Manager:
-Medication administration and storage
-Employee documentation requirement (resume, character references, site specific CRC, immunization record status, certificate, and validation)
-Outdoor play area: to maintain a log for all inspection, repair and maintenance
