Introduction

An unscheduled routine inspection was conducted to assess compliance with the Community Care and Assisted Living Act (CCALA), the Child care Licensing Regulations (CCLR) and the relevant Director of Licensing Standards of Practice (DLSOP).
Evidence for this report was based on the Licensing Officer’s observations, review of the facility records and information provided by the facility staff at the time of inspection.

The following areas were reviewed:

Care and supervision/Hygiene and medication
Nutrition

Child Records and reporting

As part of this Routine Inspection, a Facility Risk Assessment Tool is completed and a copy is provided to the facility.
The Risk Assessment includes any non-compliance identified during the routine inspection and a 3 year ‘historical’ review of the facility’s compliance and operation and is used to determine inspection frequency.

Current Inspection - Items reviewed comply with the Act, regulations & standards of practice except for those noted on supplementary pages.

Observed Violations
HYGIENE AND COMMUNICABLE DISEASE: 15030 - CCLR s.46(1) - A licensee must establish a program to instruct children in, and to practise the rules of, health and hygiene.
Observation (CORRECTED DURING INSPECTION): Cloth towels hanging for use by children, however towels are shared as there are not sufficient towels for all the children in attendance.
Corrective Action(s): Discussion took place regarding single use towels and or use of paper towels. Licensee will add more hooks on the wall and ensure there will be towels for all the children. Licensee immediately addressed the violation by removing the hanging towels and put paper towels in place.

RECORDS AND REPORTING: 19090 - CCLR s.57(2)(c) - A licensee must keep, for each child, a record showing the following information: (c) daily attendance record, indicating for each day whether the child is absent or, if the child is present, the time of arrival and departure.
Observation: A parent sign in and out system is in use for maintaining an attendace record, however the time of departure was incomplete for some children on some days.
Corrective Action(s): As discussed, please ensure attendance record is complete and current through out the day to account for all children in case of an emergency evacuation.

Comments/notes
The operation of the facility is in compliance with current regulations of the Community Care and Assisted Living Act (CCALA) and the Child Care Licensing Regulation (CCLR) with the exception of that noted above.

The Manager was on site with two staff. Staff to child ratio was in compliance with regulations
Programming is posted and available for parent review.
Licensing observed the children engaged in free play, doing an art activity, listening to a story, having snack and going outside for play. Staff maintained supervision and provided appropriate guidance and assistance to children.

Discussions with the Manager/Licensee/Staff:-
- Licensing reviewed Bill 5 with the Manager
- Discussion on active supervision. Licensing Officer to re-send the information on Active Supervision.
- Discussion Re: Lead in drinking water
- Discussion Re: RI reporting and contacting Duty Licensing Officer
