Introduction

An unscheduled routine inspection was conducted to assess compliance with the Community Care and Assisted Living Act (CCALA), the Child care Licensing Regulations (CCLR) and the relevant Director of Licensing Standards of Practice (DoLSoP).
All care categories were inspected for compliance.

Current Inspection - Items reviewed comply with the Act, regulations & standards of practice except for those noted on supplementary pages.

Observed Violations
STAFFING: 12450 - CCLR s.60(3)(a) - A licensee must keep (a) in the case of employees, all records required under section 19 (1) [character and skill requirements] for the entire time that the subject of the records is an employee of the community care facility.
Observation: On review of a staff files, Licensing observed the following items missing for a staff working on site today:
Resume; character references; immunization. Manager said that this staff was being orientated at present and not left alone.
Corrective Action(s): Please ensure all documents required in Section 19 of the CCLR are present for review prior to the employee working at the facility.

POLICIES AND PROCEDURES: 13050 - CCLR s.56(1)(c) - A licensee must keep current records of each of the following: (c) a record respecting compliance with section 22 (2) (b) and (c) [emergency training and equipment].
Observation: Licensing observed that the evacuation drill had not been recorded, although Manager stated that it had been conducted.
Corrective Action(s): Please ensure drills are recorded as per legislation requirements. Licensing will provide a template for recording purposes

Comments

At today’s inspection there were 2 children and 2 staff present, which included the Manager. 7 children are currently enrolled.

At this inspection the above noted contraventions were identified and the Licensee is required to provided a written response of correction to Licensing by the date below.

As part of this Routine Inspection, a Facility Risk Assessment Tool is completed and a copy was provided to the facility along with this report.
The Risk Assessment includes any non-compliance identified during the routine inspection and a 3 year ‘historical’ review of the facility’s compliance and operation and is used to determine inspection frequency.

The following was discussed:
- Ensuring all emergency supplies are taken when conducting a drill
- Hygiene and sanitization practices around diapering mat and the importance of hand washing on arrival
- Temporary Placement requirements
- Licensing Duty line: #604 587 3936 for emergencies if area Licensing Officer can’t be contacted.
- Regular review of BCCDC website for COVID-19 updates (see link below)

The contents of this inspection report were reviewed with the Manager prior to the inspection report being written off-site due to tablet issues, therefore no signature attached. A copy was provided.
