Introduction

An unscheduled routine inspection was conducted to assess compliance with the Community Care & Assisted Living Act (CCALA), the Child Care Licensing Regulation (CCLR) and the relevant Director of Licensing Standards of Practice (DOLSP). Evidence for this report was based on the Licensing Officer’s observations, review of the facility records and information provided by the facility staff at the time of inspection.
The following areas were reviewed:

A new facility manager in place at this facility effective Sept 2017.
Program has been amended to include Group Child Care ( School-age ) as the Preschool program has relocated.

Current Inspection - Items reviewed comply with the Act, regulations & standards of practice except for those noted on supplementary pages.

Observed Violations
PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 11020 - CCLR s.13(2) - A licensee must ensure that the community care facility and the furniture, equipment and fixtures within it are clean and in good repair while children are in attendance.
Observation: Washrooms designated for children's use ( located in the hallway near to the classroom ) observed orange peels scattered by the sink on counters , and the 1 toilet stall door was locked making it unavailable for use.
Corrective Action(s): Discussed ensuring a system is in place to monitor the washroom prior to children's use.

PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 11200 - CCLR s.17 - A licensee must ensure that children do not have access to any object or substance that may be hazardous to the health or safety of a child.
Observation: Lysol wipes stored on a desk - carries warning to keep out of reach of children , observed custodian enter the classroom while children were engaged in table top activities , the custodian wiped down the desks with a mop containing a disinfecting solution in close proximity to where children were playing and leaving the desk surfaces wet. Table surfaces within the library were also wet while children utilized this area.
5 large recycling bags are located within the area where children hang/ store their belongings.
Corrective Action(s): please ensure the room is ready for use prior to children's arrival , with cleaning occurring outside of hours of care and storage of cleaning products inaccessible to children.

Comments

Manager was aware of the requirement of developing and implementing the DOLSOP Active Play and Screen Time Policies.
The manager was not aware that these policies should also be provided to families, please ensure parents are provides with these 2 new center's policies.
Observed children sitting on a bench in the Gym each drinking a can of pop. In enquiring into this the manager stated that the custodian provided the pop to the children , discussed ensuring healthy food and drink is promoted within the facility. LIVE 5210 - promotes zero sweetened beverages.
at arival 1 group of children and 1 staff were located within the Library and the 2nd group within the gym.
The classroom was not set up but rather desks in rows , as the children returned to the class the desks were moved to one side of the room making 1/2 the room available for use. The unused area consisted of stacked chairs , and desks. Discussed ensuring children have access to the entire room as licensed for 16. Manager stated that the space is typically set up in groupings of tables with activities set up on each.
As part of the routine inspection a Facility Risk Assessment Tool is completed and a copy is provided. The Risk Assessment includes non-compliance identified during the routine inspection and a 3 year “historical” review of the facility’s compliance and operation.
