Introduction

An unscheduled routine inspection was conducted to assess compliance with the Community Care and Assisted Living Act (CCALA), the Child care Licensing Regulations (CCLR) and the relevant Director of Licensing Standards of Practice (DLSOP).
Evidence for this report was based on the Licensing Officer’s observations, review of the facility records and information provided by the facility staff at the time of inspection.

The following areas were reviewed:
Licensing
Physical Facility
Staffing
Policies and Procedures
Care and supervision/Hygiene and medication
Nutrition
Program
Child Records and reporting

As part of this Routine Inspection, a Facility Risk Assessment Tool is completed and a copy is provided to the facility.
The Risk Assessment includes any non-compliance identified during the routine inspection and a 3 year ‘historical’ review of the facility’s compliance and operation and is used to determine inspection frequency.

Contraventions
Previous Inspection - Contraventions observed on FIR #SWAR-ATUPC5 have been corrected except for those noted on supplementary pages.
Current Inspection - Items reviewed comply with the Act, regulations & standards of practice except for those noted on supplementary pages.

Observed Violations
LICENSING: 10050 - CCLR s.11(1) - A licensee must display in a prominent place in the community care facility both the licence, including any terms or conditions of the licence, and the name of the manager.
Observation: Licensing observed that the manager name was not posted at the facility. Licensee who is also the Manager thought that her name was on the actual license but it is a corporation.
Corrective Action(s): Licensee/Manager stated that she will add a sign next to the licence stating that she is the Manager.

HYGIENE AND COMMUNICABLE DISEASE: 15030 - CCLR s.46(1) - A licensee must establish a program to instruct children in, and to practise the rules of, health and hygiene.
Observation (CORRECTED DURING INSPECTION): Licensing observed a diaper change and that the child's hands were not washed afterwards. When questioned by the manager, the staff stated they had forgot that step.
Corrective Action(s): Please ensure that a health and hygiene program is in place at all times. Staff did then bring the child back to wash hands.

Comments

On site today was the Licensee/manager with 6 other staff working in the Group Child care under 36 months program and Group Child Care 30 months to school age program. There were a total of 31 children on site at the time of inspection.
Discussions with the Manager/Licensee:-
- Active supervision and a reminder to use all strategies particularly when off site.
- Active Play - both groups go outside twice a day
- Temporary Placements and the requirement for inspection
- Lead in drinking water – a reminder to flush pipes is in an older building
- Reportable Incident reporting to Duty line: #604 587 3936 for emergencies if area Licensing Officer can’t be contacted.
- Bill 5 awareness – Facility has been receiving Licensing Officer’s emails.
- Extending the staffing exemption currently in place. Licensing observed staff in the I/T program and discussed the plan moving forward. This will be approved for a short period if it is still required on expiry and on acceptance of an application.

Facility has been receiving bulletins and updates by email from Licensing.
