Introduction

An unscheduled routine inspection was conducted to assess compliance with the Community Care and Assisted Living Act (CCALA), the Child Care Licensing Regulations (CCLR) and the relevant Director of Licensing Standards of Practice (DoLSoP). All areas of the facility were inspected for compliance

Observed Violations
PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 11010 - CCLR s.13(1) - A licensee must ensure that a healthy and safe environment is provided at all times while children are under the supervision of employees.
Observation: Licensing observed the following;
- Blind cords that are at an accessible level to children
- Uncoiled garden hose
- Re-using cloth towels used for hand drying. Education was provided on an alternative method for hand-drying.
Corrective Action(s): Please ensure that a healthy and safe environment is provided at all times while children are under the supervision of employees.

POLICIES AND PROCEDURES: 13020 - CCLR s.22(1)(b) - A licensee must: (b) have an emergency plan that sets out procedures to prepare for, mitigate, respond to and recover from any emergency.
Observation: Licensing observed fire extinguisher not annually serviced
Corrective Action(s): Please ensure there is an emergency plan that sets our procedures to prepare for, mitigate, respond to and recover from any emergency

MEDICATION: 16010 - CCLR s.53(1)(a) - If a licensee has agreed with a parent to give a child any medication prescribed by a medical practitioner or provided by the parent, the licensee and his or her employees must ensure that the medication is (a) administered to the child in the amount and at the times specified by the child's parent or in the child's record or care plan.
Observation: There was no record of medication given to a child and no written directions specified by the parent regarding the administration of medication. The manager stated that a verbal conversation did occur.
Corrective Action(s): Please ensure there is written document if a licensee has agreed to give a child any medication prescribed by a medical practitioner or provided by the parent.

MEDICATION: 16080 - CCALA s.7(1)(b)(i) - A licensee must do all of the following: (b) operate the community care facility in a manner that will promote (i) the health, safety and dignity of persons in care,
Observation: Licensing observed medication that was past the expiry date
Corrective Action(s): Please ensure medication has a valid date

RECORDS AND REPORTING: 19220 - CCLR s.58(1)(b) - A licensee must keep, for each child requiring extra support, a current care plan showing the following information: (b) the courses of action recommended by health care professionals to address the needs of the child requiring extra support.
Observation: Licensing observed a care plan that did not identify signs and symptoms
Corrective Action(s): Please ensure there is a record showing the signs and symptoms recommended by health care professionals to address the needs of the child requiring extra support.

Comments

At today’s inspection there were 6 children, the manager and a responsible adult present. Licensing conducted a walk through of the entire facility.
At this inspection the above noted contraventions were identified. The Licensee will take action to bring the facility into compliance and provide a written response to licensing as indicated above. Licensing will review the response.
As part of this routine inspection, a facility risk assessment tool is completed. The risk assessment includes any non-compliance identified during the routine inspection, a 3 year ‘historical’ review of the facility’s compliance and operation. This is used to determine inspection frequency.
The contents of the inspection report were reviewed with the manager and written on-site. A copy of this report will be emailed to the manager and a paper copy mailed to the facility.
The following was discussed was the manager;
- Behavioral guidance techniques
- Required documents for individuals not permitted for authorized pick-up
- Updating facility policies based on current practice
- Maintenance of outdoor grass area
