Introduction

An unscheduled routine inspection was conducted to assess compliance with the Community Care and Assisted Living Act (CCALA), the Child care Licensing Regulations (CCLR) and the relevant Director of Licensing Standards of Practice (DLSP).
All areas of the facility were reviewed for compliance.

Observed Violations
LICENSING: 10050 - CCLR s.11(1) - A licensee must display in a prominent place in the community care facility both the licence, including any terms or conditions of the licence, and the name of the manager.
Observation: Licensing observed the following:
- The community care facilities licence (CCFL) was not displayed in Room 111. The manager name was not posted in this program room.
- The CCFL was displayed in Room 107 but had an old one displayed just out of sight behind the fridge. The Manager name was not posted in this program room.
Corrective Action(s): Please ensure the correct CCFL and Manager name are posted in each program room as often parents only drop off and pick up from one program and need to be aware of facility information.

LICENSING: 10070 - CCLR s.11(4) - A licensee must display in a prominent place in the community care facility the certificate, or a copy of the certificate, of any educator or assistant employed to work in the community care facility.
Observation: Licensing observed that only Room 111 had copies of early childhood education certificates of staff prominently displayed. Rooms 107 and 110 held copies of all staff certificates in a small book which was accessible on a ledge/shelf - this does not meet requirements.
Corrective Action(s): Please ensure that all staff certificates are prominently displayed as required in Section 11(4) of the Child Care Licensing Regulations (CCLR's)

PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 11200 - CCLR s.17 - A licensee must ensure that children do not have access to any object or substance that may be hazardous to the health or safety of a child.
Observation: Licensing observed the following:
- In Room 110, plastic bags were accessible to children as were stored under the sink in the bathroom. The sanitizing product was accessible to children under the sink in the main play space.
- In Room 111 cleaning products in spray bottle were stored in an open basket on the counter in the main play space, accessible to children.
Corrective Action(s): Please ensure that hazardous materials are not accessible to children at all times.

STAFFING: 12140 - CCLR s.19(4)(a) - A licensee must not employ a person in a community care facility as (a) an educator or an assistant unless the person holds a certificate issued under Division 2 [Employee Qualifications], which must be verified by the licensee using a system established and maintained by the director of the early childhood educator registry,
Observation: Licensing observed that on a review of 7 staff files, 1 staff was missing ECE Assistant verification.
Corrective Action(s): Please ensure all Early ChildHood Educators have their certificates verified prior to employment.

RECORDS AND REPORTING: 19060 - CCLR s.57(1)(a)(b)(c) - A licensee must keep current records for each child showing (a) the information set out in subsection (2), (b) if applicable, the information and agreements set out in subsections (2.1) and (2.2), and (c) the consents referred to in subsection (3).
Observation: On review of 10 children's files in the GCC (school age) program, Licensing observed that 5 were not current and had registrations which were completed when the children attended GCC (30 months to school age). Licensing recommends having a system in which regular updates of information (such as immunization; photos; sleepiing habits and general needs) are obtained from families, particularly when children graduate from one program to another.
Corrective Action(s): Please ensure all children's files are current.

Comments

Summary of Inspection
The Manager was away from the facility today. Supervisory staff were in place and stated that the Licensee is available by phone if required.
At today’s inspection there were 16 children in the Group Child Care (school age) program with 3 supervising staff, 1 support staff and 1 student volunteer. There were 8 children in the Group Child Care (30 months to school age) program and 2 ECE staff present.
At this inspection the above noted contraventions were identified.
Licensee is required to provide a corrective action plan to Licensing by July 25th 2019.
Licensing will review and monitor the corrective action plan.
As part of this Routine Inspection a Facility Risk Assessment Tool was completed and a copy was provided.

The following education/recommendations were provided through email:
- Promoting Active Play in the program
- Temporary Placements
- Active Supervision
- Reportable Incident reporting to Duty line: #604 587 3936 for emergencies if area Licensing Officer can’t be contacted.
- Bill 5 awareness – Facility has been receiving Licensing Officer’s emails.

Licensing will conduct a follow up inspection at a later date to ensure compliance and to observe the preschool program in operation.
