205 - Cold potentially hazardous food stored/displayed above 4 °C. [s. 14(2)]
Observation (CORRECTED DURING INSPECTION): Sandwich prep cooler (with glass top) had various foods at 12-13 deg C:
-Two inserts filled with ham and salami/luncheon meat
-several inserts with cut vegetables (cucumbers, onions)
-Inserts with cream cheese
-Inserts with cheddar cheese slices
-Inserts with grated white cheese

Staff indicated that the meats and cut vegetables were brought out in the morning. The cheeses and the sauces were just brought out within the past hour.
Corrective Action(s): Discarded both containers of meat (ham/salami) and discarded all inserts with any sliced/chopped vegetables. Sauces and cheeses were moved to walk in cooler. In the mean time, Only keep enough food in the inserts to use within a 2 hour time period. Staff will be putting inserts on ice; please note that unless the containers are fully submersed in an ice bath (ice mixed with water), then the ice will not extend the 2 hour shelf life of the food. Discussed this with staff and general manager; inserts with food on ice to be discarded after 2 hours.

Observation: Paper towel dispensers at 3 handsinks in the front area have been removed (as per directions by head office). Fraser Health did not provide approval to remove these dispensers.
Corrective Action(s): Re-install the paper towel dispensers immediately. Do not make any alterations without getting written health approval first.

212 - Operator has not provided acceptable written food handling procedures [s. 23]
Observation: Staff is not aware when various foods are brought out and put into the sandwich prep cooler. There is no time tracking of any of these food items. When asked which food items were brought out in the morning, staff had to estimate as there was not written records or documentation. You must keep track of food items in this sandwich prep cooler as it is cosntantly being opened/closed, and therefore temperatures are constantly fluctuating.
Corrective Action(s): Time track your food in this prep cooler. Use stickers, or written logs, or any method that will allow staff to monitor when food was placed into that prep cooler so that they know how long they can keep it in there for before it must be discarded.

Observation: Sandwich prep cooler not maintaining temperature of <4 deg C at time of inspection. It was measured to be at 12 deg C with both a temperature gun and with a probe thermometer.
Corrective Action(s): Adjust or repair cooler such that it can maintain an internal temperature of <4 deg C in the bottom compartments AND the top inserts.

311 - Premises not maintained as per approved plans [s. 6(1)(b)]
Observation: 3 paper towel dispensers have been removed at the 3 handsinks in the front area (one beside each of the 3 tills). As well, Operator does not currently have any more stock of liquid soap for these dispensers as they have recently switched to Ecolab, who has installed their own soap dispensers at 2 other handsinks in the front area. Correction Order Issued. When your facility was originally granted health approval to operate, it was done so with the 3 handsinks in the front area as designated handwash stations with paper towels and liquid soap dispensers.
Corrective Action(s): Re-install paper towel dispensers and ensure that all handsinks are equipped with liquid soap, hot/cold running water, and paper towels. Do not make any changes to your floor plan without written consent from Fraser Health.

Comments

Note: Spoke to general manager who said that head office provided the directive to remove paper towels at all 3 handsinks in the front area and to use these sinks as coffee dumping sinks. Facility has two other handsinks in the front area but they are located in two opposite corners and not easily accessible. Discussed with manager that any changes done to your kitchen layout must be approved in writing by Fraser Health prior to making these alterations. Correction order issued to re-install the paper towel dispensers and ensure that all handsinks are equipped with liquid soap, paper towels, and hot/cold running water as per original approved plans.

General Comments:
-Other than the 3 aforementioned handsinks, all other handsinks equipped with liquid soap, paper towels, hot/cold running water
-All other coolers (other than sandwich prep cooler) at <4 deg C
-Freezers at -18 deg C or less
-Hot held soups at >60 deg C
-General sanitation satisfactory (floors, underneath equipment, along walls)
-No signs of pests at time of inspection
-High temperature dishwasher achieved 72.2 deg C on rinse cycle at dish level
-Quat sanitizer in rag buckets at 200 ppm QUATS, ensure that all sanitizer buckets are changed every 2-4 hours or sooner if needed.
