Introduction

An unscheduled routine inspection was conducted to assess compliance with the Community Care and Assisted Living Act (CCALA), the Child Care Licensing Regulations (CCLR) and the relevant Director of Licensing Standards of Practice (DoLSoP). All care categories were inspected for compliance.

Observed Violations
PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 11160 - CCLR s.16(3)(a) - A licensee must ensure that the entire outdoor play area is (a) enclosed in a manner that is suitable for the age and development of children, and will ensure that children are free of harm.
Observation: Areas beside the shed are equiped with a metal garden boarder fence which does not suitably restrict access to hazards such as an unstable wood pile, ladder, protruding nails.
Corrective Action(s): Please ensure fencing or systems are in place to restrict access to areas where hazards are present. Licensee to provide a plan to ensure children do not have access while completing work to this area.

PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 11200 - CCLR s.17 - A licensee must ensure that children do not have access to any object or substance that may be hazardous to the health or safety of a child.
Observation (CORRECTED DURING INSPECTION): Observed the following hazards accessible to children:
Outdoors
Garden shears located on the ground near the day-care entrance
Shed noted to be unlocked - gasoline , tools located within.
Indoors
Exposed electrical outlet in the nap area
Cords located next to children's cots
Children's bedding is stored in individual plastic bags which are stored under their cots while they sleep.
Cleaning supplies such as bleach accessible to children in a lower level cabinet which was not secured.


Corrective Action(s): Please ensure children do not have access to items which are hazardous to their health and or safety.Discussed risks associated with plastic bags and cords. It is noted that the items were addressed / removed during the inspection.

STAFFING: 12040 - CCLR s.19(1)(a) - A licensee must not employ a person in a community care facility unless the licensee or, in the case of a person who is not the manager, the manager has first met with the person and obtained all of the following: (a) a criminal record check for the person.
Observation: CRC on file for staff has been processed through the RCMP
Corrective Action(s): ensure CRC's are processed through the Criminal Records Review Program for all staff working at the center.

STAFFING: 12090 - CCLR s.19(1)(f) - A licensee must not employ a person in a community care facility unless the licensee or, in the case of a person who is not the manager, the manager has first met with the person and obtained all of the following: (f) evidence that the person has complied with the Province's immunization and tuberculosis control programs.
Observation: Immunization status was not obtained for one or more employees.
Corrective Action(s): Ensure Immunization Status is maintained for each employee

STAFFING: 12140 - CCLR s.19(4)(a) - A licensee must not employ a person in a community care facility as (a) an educator or an assistant unless the person holds a certificate issued under Division 2 [Employee Qualifications], which must be verified by the system maintained by the early childhood educator registry. (Educator or assistant certificate validation)
Observation: Validation was not completed for the licensee and staff member, reviewed the process during the inspection.
Corrective Action(s): Please ensure for each staff that Certificate is verified using the system as demonstrated.

Comments

At the inspection dated August 30 th there were 7 children and 2 staff present. At this inspection the above noted contraventions were identified. Licensee to provide a written response , Licensing to conduct a follow up inspection once received to reinspect the areas to be made inaccessible to children. As part of this Routine Inspection a Facility Risk Assessment Tool is completed and a copy is provided. Report completed off site and emailed therefore a signature was not obtained. Results of the inspection reviewed with the Licensee.
Licensee provides snacks only, polices to reflect that lunches are not served, discussed food storage and fridge temperature of 4 degrees Celsius.
Discussed Supervision practices of all children during programming such as diaper changing and nap time. Good Level of Supervision noted throughout today's inspection. Licensee employees a 2nd staff to assist in the daycare.
Licensee had removed Covid Posters , it was believed updated information would be provided. Licensee collected a package from the CCFL office to ensure signage was re posted at the facility. Licensee was uncertain if a Covid Audit was completed with the previous LO therefore an Audit was completed by phone.
The following education/recommendations were provided:
Staffing exemptions ( application provided)
Covid - 19 Resource information package was made available for pick up from the CCFL office

Ø Reportable Incident Bulletin – reviewed the requirement to report to CCFL within 24 hours
Ø Reportable incident forms
Ø Child Care Facilities and Heat
