Introduction

An unscheduled routine inspection was conducted to assess compliance with the Community Care and Assisted Living Act (CCALA), the Child care Licensing Regulations (CCLR) and the relevant Director of Licensing of Practice (DLSP). All categories of care were inspected for compliance.

Observed Violations
STAFFING: 12050 - CCLR s.19(1)(b) - A licensee must not employ a person in a community care facility unless the licensee or, in the case of a person who is not the manager, the manager has first met with the person and obtained all of the following: (b) character references in respect of the person.
Observation: Upon reviewing the staff files, licensing observed that 3 staff files did not have a record of character reference in respect of the person on file. Manager said that a record of character reference in respect of the person might be with HR department.
Corrective Action(s): Ensure all staff files are complete.

RECORDS AND REPORTING: 19100 - CCLR s.57(2)(d) - A licensee must keep, for each child, a record showing the following information: (d) name and telephone number of a parent, medical practitioner and emergency contact.
Observation: During inspection 8 children's files were reviewed. Licensing observed the following:
- one child's file was missing an emergency person's name
- two children's files were missing a doctor's name and phone number. Staff said that children are new comers and were unable to acquire a doctor's name and phone number.
Corrective Action(s): Ensure all children's files are complete.

RECORDS AND REPORTING: 19340 - CCLR s.59(c) - In respect of a record referred to in this Division, a licensee must (c) produce records, on demand, to the medical health officer.
Observation: During routine inspection it was noted that a substitute teacher was working in the infant room. The manager said that staff substitutes in other programs but the staff did not have a file available to be reviewed. Manager said that staff file might be wiht HR.
Corrective Action(s): Ensure all staff files are available for review.

At the inspection dated February 12, 2024 there were 14 children, 4 staff and the manager present. At this inspection the above noted contraventions were identified. Actions required by the licensee and actions required the LO included here. As part of this Routine Inspection a Facility Risk Assessment Tool is completed and a copy is provided.

The following conversation took place:
- End date on all the files of the children who no longer attend the facility
The following resources were provided:
