Introduction

An unscheduled routine inspection was conducted to assess compliance with the Community Care & Assisted Living Act (CCALA), the Child Care Licensing Regulation (CCLR) and the relevant Director of Licensing Standards of Practice (DoLSOP). Evidence for this report was based on the Licensing Officer’s observations, review of the facility records and information provided by the facility staff at the time of inspection.
The following areas were reviewed: Licensing; Physical Facility; Staffing; Polices & Procedures; Care & Supervision; Hygiene and Communicable Disease Control; Medication; Nutrition and Food Services; Program; Records and Reporting
As part of the Routine Inspection a Facility Risk Assessment Tool is completed and a copy is provided. The Risk Assessment includes non-compliance identified during the routine inspection and a 3 year “historical” review of the facility’s compliance and operation.

Current Inspection - Items reviewed comply with the Act, regulations & standards of practice except for those noted on supplementary pages.

Observed Violations
POLICIES AND PROCEDURES: 13060 - CCLR s.56(1)(d) - A licensee must keep current records of each of the following: (d) written policies and procedures that are intended to guide employees in the care and supervision of children.
Observation: During inspection Licensing noted that there is an epi-pen stored for a child who has a life- threatening allergy but there does not appear to be written consent from the parent to use the medication or a posted care plan showing the child's photo, listing symptoms to watch for and steps to take should the symptoms appear.

Licensing left a sample Allergy Care Plan at time of inspection which the Licensee may wish to use for this.
Corrective Action(s): Ensure written parental consent is on file to administer this medication as well as posting a care plan regarding the child/ symptoms and steps to follow.

RECORDS AND REPORTING: 19150 - CCLR s.57(2)(h)(ii) - A licensee must keep, for each child, a record showing the following information: (h) any special instruction respecting the child's diet, medication, participation in a program of activities, or other matter relevant to the child's care (ii) agreed to by the licensee.
Observation: During inspection Licensee was absent and staff on site was unable to tell Licensing the steps included in the facility's "Active Play" and "Screen Use" policies; including 'sedentary play' as well as 'facilitated and 'unfacilitated' play.

Licensing had sent information regarding the new DoLSOP "Active Play" and "Screen Use" policy requirement throughout 2017. Licensing left information regarding this new requirement with today's inspection report.
Corrective Action(s): Ensure staff and parents are aware of the facility's "Active Play" and "Screen Use" policies

Comments

During inspection children were engaged in" creating a heart art piece; choosing and learning Montessori activities as well as a engaged in a circle time including music and movement as well as a story time.

During inspection Licensing observed the staff person giving individual attention to each child, assisting them with learning the activities, giving warnings before transition times as well as assisting with problem solving when necessary.
