Observation (CORRECTED DURING INSPECTION):
Bean sprouts were found to be sitting in clean water at 17C. Bacteria and viruses can contaminate and grow in the bean sprouts at this temperature.
Corrective Action(s):
Immediately throw away the bean sprouts, staff completed this. Bean sprouts must be stored in an ice-water bath or in the cooler at 4C at all times.

301 - Equipment/utensils/food contact surfaces not maintained in sanitary condition [s. 17(1)]
Observation:
There is food debris and grease accumulated on racks, shelves in the dry storage room, equipment, the undersides of sinks and tables, and on the exterior surfaces of food containers. This will attract pests.
Corrective Action(s):
A thorough cleaning of the mentioned areas is required. Use hot water, soap, and a scrub brush to remove all the food and grease.

302 - Equipment/utensils/food contact surfaces not properly washed and sanitized [s. 17(2)]
Observation:
The low temperature dishwasher had a [Cl2] of 0ppm during the rinse cycle. Dishes are not being sanitized. There is only a 2-compartment sink available for warewashing.
Corrective Action(s):
Immediately stop using the dishwasher and call a repair company to fix the dishwasher. Increase and maintain the [Cl2] between 50-100ppm. Immediately stop dine-in service and only offer take-out, as there is inadequate warewashing facilities. Manually warewash cookware using the 2-compartment menthod until the dishwasher is fixed. Contact our office when the dishwasher is fixed, to schedule a follow-up inspection.

Observation:
Paper towel missing from hand washing sinks in the kitchen. Staff are not able to properly wash and dry their hands.
Corrective Action(s):
Immediately refill the paper towels dispenser, and place paper towels at each hand sink (waitress area and 2 in kitchen).

103 - Failure to hold a valid permit while operating a food service establishment [s. 8(1)]
Observation (CORRECTED DURING INSPECTION):
Premises has not paid the yearly permit fees, and therefore does not have a valid operating permit. Hand delivered the outstanding permit fees letter to the owner.
Corrective Action(s):
Immediately pay the yearly permit fees, in the amount of $250. Failure to do so, will result in the closure of the facility until they are. At time of the inspection, the owner provided a cheque (#1591) for the full amount outstanding.

Observation:
There is a large fly infestation in the premises. Flies will contaminate food and surfaces when they land on them.
Corrective Action(s):
A thorough cleaning of all surfaces is required to be done to remove all food and grease. Cleaning and scrubbing with hot water and soap is needed of: racks, shelves, outside of food container; legs of tables & equipment; undersides of sinks and tables; all surfaces and sides of equipment; walls beneath and behind tables and equipment.
Contact a professional pest control company to treat the flies.

Observation:
1) There is dust accumulated on the ceiling tiles and upper walls of the kitchen. The dust will fall into food and contaminate it.
2) There is accumulted food and grease of walls below and beneath sinks, equipment and tables; on the legs of tables and equipment. The will harbor and attract pests.
Corrective Action(s):
Wash all the mentioned areas to remove the dust, food and grease. Ensure this is done on a regular basis.

Observation:
1) The dishwasher rinse cycle had [Cl2] of 0ppm. Dishes are not being sanitized.
2) The u/c cooler, across from the deep fryer, was 15C. Bacteria and viruses will grow on foods at this temperature.
Corrective Action(s):
1) Immediately stop using the dishwasher and call a repair company to increase the [Cl2] to 50-100ppm. Only offer take-out until the dishwasher rinse cycle has [Cl2] between 50-100ppm.
2) Immediately remove all perishable food items (meats, spring rolls) from the u/c cooler and place in a working cooler. Call a repair company to fix the cooler so that it can maintain 4C of colder at all times.

Comments

A routine inspection was conducted, the following observations were made:
- Coolers 4C or colder (other than the one u/c cooler); freezers were -18C; hot holding units above 60C; and thermometers present.
- Foods stored in food grade containers; foods generally covered; foods stored in groups with proteins separate from RTE; and foods stored 6" off the floor on racks, shelves and platforms.
- No expired foods in use. FIFO rules being followed.
- General sanitation level needs improvement.
- Exhaust canopy is clean. Professional cleaning due in October 2021, ensure to schedule this.
- FoodSafe certified staff present.
- Vaccine passports being checked, along with a piece of government ID.
- COVID-19 measures in place, such as: hand sanitizer available to staff and customers; directional markings on floor; COVID signs posted on entry doors; masks worn by staff and customers; barriers present at POS area and between booths.
- Discussed inspection results with the owner, no signature obtained due to the pandemic.
- Contact our office, once the dishwasher has been fixed, so a follow-up inspection can be completed.
