Introduction

A scheduled routine inspection was conducted to assess compliance with the Community Care and Assisted Living Act (CCALA), the Child Care Licensing Regulations (CCLR) and the relevant Director of Licensing Standards of Practice (DLSP). All areas of the facility were inspected for compliance. A Covid-19 Risk screen tool was completed prior to attending the facility.

Observed Violations
LICENSING: 10050 - CCLR s.11(1) - A licensee must display in a prominent place in the community care facility both the licence, including any terms or conditions of the licence, and the name of the manager.
Observation (CORRECTED DURING INSPECTION): The name of the Manager was not posted in the facility. The Manager posted it during the inspection
Corrective Action(s): Ensure that the name of the Manager is posted.

PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 11010 - CCLR s.13(1) - A licensee must ensure that a healthy and safe environment is provided at all times while children are under the supervision of employees.
Observation: It was observed within the fenced outdoor play area that there were many plants containing thorns accessible to the children.
Corrective Action(s): Ensure that a healthy and safe environment is provided to the children.

STAFFING: 12140 - CCLR s.19(4)(a) - A licensee must not employ a person in a community care facility as (a) an educator or an assistant unless the person holds a certificate issued under Division 2 [Employee Qualifications], which must be verified by the licensee using a system established and maintained by the director of the early childhood educator registry,
Observation (CORRECTED DURING INSPECTION): 1 of 3 staff files reviewed did not contain verification of an Early childhood Educator (ECE) Certificate . The Manager completed this on site and showed the Licensing Officer.
Corrective Action(s): Ensure that evidence of a completed ECE certificate is available for review.

STAFFING: 12200 - CCLR s.22(2)(c) - A licensee must ensure that each employee (c) practices implementing the emergency plan at least once each year.
Observation: The emergency plan was not implemented within the last year.
Corrective Action(s): Ensure that the emergency plan is practiced being implemented at least once per year.

Comments

Summary of Inspection
At the inspection dated September 18, 2020 there were 4 children and 3 staff present. At this inspection the above contraventions were identified. The Manager will take action to bring the facility into compliance and provide a written response to the Licensing Officer. The Licensing Officer will review the response. As part of this Routine Inspection a Facility Risk Assessment Tool and a Covid-19 Infection Control Assessment was completed and a copy provided. This inspection and the risk assessment were written off site and a copy was emailed to the facility.
The following education/recommendations were provided:
· Increased sanitization procedures
· Facility cleaning supplies and products
· COVID-19 prevention strategies were reviewed and discussed.
· Emergency Kit systems to ensure that enough food is available in case of emergency.
· Documentation in the non-reportable incident Log
