Introduction

A scheduled routine inspection was conducted to assess compliance with the Community Care and Assisted Living Act (CCALA), the Child Care Licensing Regulations (CCLR) and the relevant Director of Licensing Standards of Practice (DLSP). In response to the current Covid 19 pandemic this inspection focused on the following areas:
-Physical Facility
-Health and Hygiene
-Records and Reporting

Current Inspection - Items reviewed comply with the Act, regulations & standards of practice except for those noted on supplementary pages.

Observed Violations
PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 11020 - CCLR s.13(2) - A licensee must ensure that the community care facility and the furniture, equipment and fixtures within it are clean and in good repair while children are in attendance.
Observation: Licensing observed the following inside the facility:
-the washroom countertop had signs of errosion and the particle board was exposed. (Please correct by June 16, 2020)
-two dents in the wall and one small hole.
-paint chips and wear were noticed on the walls and the baseboards.

Licensing observed the following outside the facility:
-the latch to the outdoor playground did not close securely
-a sharp piece of metal was attatched to the gate.
Corrective Action(s): Please ensure the facility is in good repair

PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 11090 - CCLR s.15(1)(b) - A licensee must supply equipment, furniture and supplies that are (b) located so as not to block or hamper an exit in the case of fire or other emergency.
Observation: During the inspection licensing observed that several garbage bags and other items were blocking the stairs to the emergency exit.
Corrective Action(s): Please ensure that nothing blocks or hampers an exit in case of emergency.

Comments

At the inspection dated April 21, 2020 there was 1 child, and the Manager was present. At this inspection the above noted contraventions were identified. Please send a written response to Licensing addressing the above noted contraventions by May 5, 2020. As part of this Routine Inspection a Facility Risk Assessment Tool is completed and a copy was sent to the Manager.

The following was reviewed/discussed with the Manager:

· Information sent out to the Manager regarding the following: sanitization/disinfection, social distancing, hand washing and health and wellness policy.
· The coronavirus COVID-19 public health guidance for child care settings

The following resource was given to the Manager:

· Resource Package for Child Care facilities COVID-19 prevention

The inspection findings were reviewed with the Manager at the inspection. The inspection report and the risk assessment were completed at the Burnaby Health Protection office. The report was written in .50 hours and this is included in the report. A copy of these documents were sent to the Manager
