Introduction

An unscheduled first routine inspection was conducted to assess compliance with the Community Care and Assisted Living Act (CCALA), the Child Care Licensing Regulations (CCLR) and the relevant Director of Licensing Standards of Practice (DOLSOP). All areas of the facility were inspected for compliance.

Current Inspection - Items reviewed comply with the Act, regulations & standards of practice except for those noted on supplementary pages.

Observed Violations
POLICIES AND PROCEDURES: 13020 - CCLR s.22(1)(b) - A licensee must: (b) have an emergency plan that sets out procedures to prepare for, mitigate, respond to and recover from any emergency.
Observation: Emergency Supplies are insufficient to implement the emergency plan.
Corrective Action(s): Ensure that sufficient emergency supplies are in place while children are in care.

POLICIES AND PROCEDURES: 13050 - CCLR s.56(1)(c) - A licensee must keep current records of each of the following: (c) a record respecting compliance with section 22 (2) (b) and (c) [emergency training and equipment].
Observation: Fire drills/ emergency drill records were not available for review. The manager said that drills were practiced but not recorded.
Corrective Action(s): Ensure that monthly fire drills and yearly emergency drill are practiced and recorded.

HYGIENE AND COMMUNICABLE DISEASE: 15030 - CCLR s.46(1) - A licensee must establish a program to instruct children in, and to practise the rules of, health and hygiene.
Observation: LO observed and discussed the following with the Manager:
-Children are not using single use towels to dry their hands after hand hygiene.
-After diapering, child/staff did not wash their hands.
Corrective Action(s): Ensure that single use towels ( paper towel or cotton towels) are available after each hand washing and proper hand washing must be practiced after each diaper change.

RECORDS AND REPORTING: 19060 - CCLR s.57(1)(a)(b)(c) - A licensee must keep current records for each child showing (a) the information set out in subsection (2), (b) if applicable, the information and agreements set out in subsections (2.1) and (2.2), and (c) the consents referred to in subsection (3).
Observation: 4 children's files were reviewed; 2 children's current records were missing.
Corrective Action(s): Ensure that all children's files are complete.

RECORDS AND REPORTING: 19100 - CCLR s.57(2)(d) - A licensee must keep, for each child, a record showing the following information: (d) name and telephone number of a parent, medical practitioner and emergency contact.
Observation: 4 children files were reviewed; 1 child's emergency contact information was missing.
Corrective Action(s): Ensure all children's files are complete.

Comments

Summary of Inspection

At today’s inspection there were 6 children and the Manager present. A complete walk through of the home was completed today.

At this inspection the above noted contraventions were identified. Licensee is required to address cited items to bring the facility in compliance and submit the written response by below date. As part of this Routine Inspection, a Facility Risk Assessment Tool is completed and a copy was provided to the facility along with this report.
