Introduction

An unscheduled routine inspection was conducted to assess compliance with the Community Care and Assisted Living Act (CCALA), the Child care Licensing Regulations (CCLR) and the relevant Director of Licensing Standards of Practice (DLSOP).
Evidence for this report was based on the Licensing Officer’s observations, review of the facility records and information provided by the facility staff at the time of inspection.

The following areas were reviewed:

Physical Facility
Staffing
Policies and Procedures
Care and supervision/Hygiene and medication
Nutrition
Program
Child Records and reporting

As part of this Routine Inspection, a Facility Risk Assessment Tool is completed and a copy is provided to the facility.
The Risk Assessment includes any non-compliance identified during the routine inspection and a 3 year ‘historical’ review of the facility’s compliance and operation and is used to determine inspection frequency.

Contraventions
Previous Inspection - Not Applicable
Current Inspection - Items reviewed comply with the Act, regulations & standards of practice except for those noted on supplementary pages.

Observed Violations
RECORDS AND REPORTING: 19160 - CCLR s.57(2)(i) - A licensee must keep, for each child, a record showing the following information: (i) a photograph or digital image of the child, and other information that can be used to readily identify the child in an emergency.
Observation: Licensing observed through a random selection of children's files that none had digital images. Discussed with the Licensee the requirement.
Corrective Action(s): Please ensure a digital image is on file for every child particularly for ease of identification in an emergency.

RECORDS AND REPORTING: 19220 - CCLR s.58(1)(b) - A licensee must keep, for each child requiring extra support, a current care plan showing the following information: (b) the courses of action recommended by health care professionals to address the needs of the child requiring extra support.
Observation: Licensing observed through discussion with the Licensee that one child requiring additional support did not have a care plan on file. Discussed with the Licensee the requirement for a care plan containing a course of action recommended to ensure safe care of the child when required.
Corrective Action(s): Please ensure a care plan is developed in conjunction with parents and reviewed on an annual basis. Licensing will email a copy of the Childcare Links: Care Plan

Comments

The operation of the facility is in compliance with current regulations of the Community Care and Assisted Living Act (CCALA) and the Child Care Licensing Regulation (CCLR) apart from any listed above

On site today was the Licensee with 3 children under 5. 2 other children had been taken to school.
Staff to child ratio was in compliance with regulations
Licensing observed Licensee engaged with children during free play and snack time.
Licensing observed the children washing hands prior to snack in which the children could choose their snacks. Parents provide food for the children.
Children were offered a colouring activity after snack time.
All children's files were complete (apart from above)

Discussions with the Licensee:-
- Licensing reviewed minor incident reporting practices with the Licensee.
- Reviewed Licensee's sanitizing methods and cleaning is done prior to sanitizing.
- Licensing recommends removing larger totes from the storage shelving in the play area to lower shelves in case of an earthquake situation. Shelves are anchored to the wall.

A response in writing is required to be submitted to Licensing by the date below, outlining how the contravention(s) have been addressed.
A follow up inspection will be conducted as part of the first year monitoring.
