Introduction

An unscheduled routine inspection was conducted to assess compliance with the Community Care and Assisted Living Act (CCALA), the Child care Licensing Regulations (CCLR) and the relevant Director of Licensing Standards of Practice (DLSOP).
Evidence for this report was based on the Licensing Officer’s observations, review of the facility records and information provided by the facility staff at the time of inspection.

The following areas were reviewed:

Policies and Procedures
Care and supervision/Hygiene and medication
Nutrition
Program
Child Records and reporting

As part of this Routine Inspection, a Facility Risk Assessment Tool is completed and a copy is provided to the facility.
The Risk Assessment includes any non-compliance identified during the routine inspection and a 3 year ‘historical’ review of the facility’s compliance and operation and is used to determine inspection frequency.

Contraventions

Current Inspection - Items reviewed comply with the Act, regulations & standards of practice except for those noted on supplementary pages.

Observed Violations
RECORDS AND REPORTING: 19090 - CCLR s.57(2)(c) - A licensee must keep, for each child, a record showing the following information: (c) daily attendance record, indicating for each day whether the child is absent or, if the child is present, the time of arrival and departure.
Observation: Licensing observed that the attendance records didn't always have an indication of when a child left for the day. Discussed with the Licensee as well as ensuring that the dates are clear for review. Licensee's own child was also not signed in to the program and as part of the group, must be included in case of emergency.
Corrective Action(s): Please ensure that attendance records are accurate at all times.

Comments

The operation of the facility is in compliance with current regulations of the Community Care and Assisted Living Act (CCALA) and the Child Care Licensing Regulation (CCLR) apart from any listed above

On site today was the Licensee and 5 children on site. 1 child was napping at the time of inspection. Licensee's older child was upstairs with Licensee's Spouse.

Staff to child ratio was in compliance with regulations
Children's art work is displayed at the facility.
Licensing observed the children doing a painting activity followed by free play activities.

Discussions with the Licensee:-
- Licensing reviewed the reporting of incidents with the Licensee
- Licensing provided information regarding appetite to play - please see above website.
- Licensing recommends removing all topical products in the first aid kit that contain a Drug Identification Number (DIN #)
- Discussion on supervision during active play and outside play to off site locations.
- Discussion Re: Lead in drinking water. Information has been provided but as this is a newer property, the concern is lessened.
- Discussed appropriate outdoor check prior to the start of the day or before outdoor play.
Licensee uses Child care Links to ensure appropriate ratio is maintained as per Schedule E.
