Introduction

A scheduled routine inspection was conducted to assess compliance with the Community Care and Assisted Living Act (CCALA), the Child care Licensing Regulations (CCLR) and the relevant Director of Licensing Standards of Practice (DLSP).
The following areas were reviewed for compliance:
- Licensing
- Physical Facility
- Care and supervision
- Hygiene practices
- Nutrition
- Program
- Child emergency records
- Reporting
- Staff screening

Current Inspection - Items reviewed comply with the Act, regulations & standards of practice except for those noted on supplementary pages.

Observed Violations
PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 11230 - CCLR s.47 - A licensee must ensure that any heated water accessible to children is heated to no more than 49° Celsius.
Observation: Licensing observed that the bathroom sink water temperature, where children wash hands was over 52 degrees after running for 30 seconds. Licensee stated that children are supervised during handwashing.
Corrective Action(s): Please provide a written health and safety plan to Licensing to mitigate risk of harm to children

STAFFING: 12160 - CCLR s.20(1) - The licensee must not permit a person over the age of 12 to be ordinarily present on the premises of a community care facility while children are present, unless the person is of good character and the licensee has obtained a criminal record check for that person.
Observation: In discussion with Licensee, a person over the age of 12 years residing in the home does not currently have a cleared criminal record check. Further discussion took place as to the requirements and the risk to children. All other family members over the age of 12 years have current clearances in place.
Corrective Action(s): Please ensure a health and safety plan is provided to Licensing to mitigate any risk to children until this can be completed.

POLICIES AND PROCEDURES: 13050 - CCLR s.56(1)(c) - A licensee must keep current records of each of the following: (c) a record respecting compliance with section 22 (2) (b) and (c) [emergency training and equipment].
Observation: On review of emergency drill records, Licenisng observed that fire drill records were not completed since January 2020. Licensee stated they had been conducted, just not recorded. Licensing did note that emergency drills had been completed and recorded appropriately.
Corrective Action(s): Please ensure accurate records are kept at all times for monthly fire drills

Comments

Summary of Inspection

At today’s inspection there were 6 children and the Licensee present.
*In light of the current pandemic, Licensing did not conduct a full walk through of the whole home.

Licensing reviewed the facility’s COVID-19 prevention strategies and noted the following:
- Appropriate health and safety system in place in response to Pandemic
- Support for school aged children to continue online learning
- Daily outdoor activities to promote good health

At this inspection the above noted contraventions were identified.
Licensee is required to submit a corrective action plan to address the contravention/s
Licensing will review the corrective action plan
As part of this Routine Inspection, a Facility Risk Assessment Tool was completed and a copy was provided.

The following education/recommendations were provided through discussion:
- An audit of facility policies to ensure amended and concise information. Update families once completed.
- Active Play promotion in safe spaces - backyard and local areas used

Facility has been receiving Licensing Officer’s emails.
