Introduction

An unscheduled follow up inspection to the routine inspection, #SREL-BCGQYB, dated May 24,2019, was conducted to assess compliance with the Community Care and Assisted Living Act (CCALA), the Child care Licensing Regulations (CCLR) and the relevant Director of Licensing Standards of Practice (DLSOP). The inspection was completed as a multi-day inspection.
Evidence for this report was based on the Licensing Officer’s observations, review of the facility records and information provided by the facility staff and Manager at the time of inspection. Not all previously identified violations were found to be in compliance.

The following violations identified on the routine inspection were now found to be in compliance:
- 12430, CCLR s. 56(1)(b) Two staff files were reviewed and all documentation is complete.
- 15030, CCLR s. 46(1) Sleeping cots and bedding is now stored in a manner that ensures the children's health and safety.

The violations outstanding are as following:
- 12190, CCLR s. 22(2)(b) Fire extinguisher is serviced and the previously noted missing record of fire drills was now on site for review. However, the fire drill record now for June and July 2019 is incomplete, see violation section below for details.
- 19080, CCLR s. 57(2)(b) Attendance records are still incomplete, see violation section below for details

Current Inspection - Items reviewed comply with the Act, regulations & standards of practice except for those noted on supplementary pages.

Observed Violations
STAFFING: 12190 - CCLR s.22(2)(b) - A licensee must ensure that each employee (b) practices implementing the fire drill system at least once each month.
Observation (CORRECTED DURING INSPECTION): The fire drill record for July-December 2018 was previously not available for review and is now on site and fire extinguisher has been serviced. However,now there is no record of a drill for June and July 2019. The Manager stated drills were conducted but just not recorded.
Corrective Action(s): As discussed, please ensure records are maintained for all drills as per requirements. At 2nd day of inspection the drill record was complete.

RECORDS AND REPORTING: 19090 - CCLR s.57(2)(c) - A licensee must keep, for each child, a record showing the following information: (c) daily attendance record, indicating for each day whether the child is absent or, if the child is present, the time of arrival and departure.
Observation (CORRECTED DURING INSPECTION): The attendance record was incomplete for the Multi-Age Program as there were only 3 children signed in but there were 8 children in care. Review of attendance records for the previous week also indicated at times the time of arrival and departure is missing for some children on some of the days. A system of parent sign-in and out is in use for maintaining the attendance record. This is a repeat violation from the routine inspection, however the incorrect code was noted on the previous inspection.
Corrective Action(s): As discussed, please ensure attendance records are completed daily as per requirements. On second day of inspection the attendance record was complete and the Manager stated requirements have been reviewed with all staff for completion of daily attendance records.

Comments

The operation of the facility is in compliance with current regulations of the Community Care and Assisted Living Act (CCALA) and the Child Care Licensing Regulation (CCLR) apart from any listed above.

The Manager was on site today along with 2 staff in the Group Child Care (under 36 months) Program with 9 children in care. In the Group Child Care (30 months to school age) Program there were 8 children in care with two staff. Staff qualifications are in compliance and exceeded requirements in the Group Child Care (30 months to school age) Program.

Discussions with the Manager/Staff included the following:
- Importance of maintaining current and complete attendance records including time of arrival and departure
- Maintaining record of fire drills

A response in writing is required to be submitted to Licensing by the date below, outlining how the contravention(s) have been addressed.
A follow up inspection may be conducted due to the number and nature of the contraventions.
