Introduction

An unscheduled routine inspection was conducted to assess compliance with the Community Care & Assisted Living Act (CCALA), the Child Care Licensing Regulation (CCLR) and the relevant Director of Licensing Standards of Practice (DOLSP). Evidence for this report was based on the Licensing Officer’s observations, review of the facility records and information provided by the facility staff at the time of inspection.

As part of the routine inspection a Facility Risk Assessment Tool is completed and a copy is provided. The Risk Assessment includes non-compliance identified during the routine inspection and a 3 year “historical” review of the facility’s compliance and operation.

Contraventions
Previous Inspection - Contraventions observed on FIR ##GSIU-APNML7 have been corrected.
Current Inspection - Items reviewed comply with the Act, regulations & standards of practice except for those noted on supplementary pages.

Observed Violations
PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 11200 - CCLR s.17 - A licensee must ensure that children do not have access to any object or substance that may be hazardous to the health or safety of a child.
Observation: Licensing observed that there was a bottle of a bleach cleaning product under the sink in the washroom. This was accessible to children.
Corrective Action(s): Please ensure children do not have access to any substances that may be hazardous to the health and safety of children.Corrected during inspection.

HYGIENE AND COMMUNICABLE DISEASE: 15010 - CCLR s.14(4)(a) - A licensee, other than a licensee who provides a care program described as either Preschool (30 Months to School Age) or Group Child Care (School Age), must have in a community care facility a sturdy surface for changing diapers, located outside the food preparation area, next to (a) a covered container for soiled clothing.
Observation: During the inspection it was observed that there is no sturdy surface available for changing children's diapers. In discussion with the director who is the Licensee contact, the director stated that she changes the children's diapers while they are standing up.
Corrective Action(s): Please ensure there is a sturdy surface for changing diapers available for the children in the facility.

MEDICATION: 16010 - CCLR s.53(1)(a) - If a licensee has agreed with a parent to give a child any medication prescribed by a medical practitioner or provided by the parent, the licensee and his or her employees must ensure that the medication is (a) administered to the child in the amount and at the times specified by the child's parent or in the child's record or care plan.
Observation: Licensing observed polysporin in the first aid kit. In discussion with the director there are no instructions in the children's record or care plans to administer polysporin medication to the children on file. The director removed the polysporin from the first aid kit.
Corrective Action(s): Please ensure medication administered to the children is recorded in the child's record or care plan.

RECORDS AND REPORTING: 19070 - CCLR s.57(2)(a) - A licensee must keep, for each child, a record showing the following information: (a) name, sex, date of birth, medical insurance plan number and immunization status.
Observation: During the inspection nine children's files were reviewied One child was missing an MSP number
Corrective Action(s): Please ensure all of the children's files are complete.

Comments

During this inspection the following was discussed with the director:

-their supervision process/active supervision.
-flushing of the water daily to ensure that there is no lead in the water
-when reporting any reportable incidents to get in direct contact with a Licensing Officer. If your Licensing Officer is unavailable then please call the Duty Line at (604) 587-3936.

It is recommended that the facility have enough food in the emergency kit for the children in case of an emergency. Thank you for your time.
