Introduction

An unscheduled routine inspection was conducted to assess compliance with the Community Care and Assisted Living Act (CCALA), the Child Care Licensing Regulations (CCLR) and the relevant Director of Licensing Standards of Practice (DLSP). All care categories were inspected for compliance.

Observed Violations
STAFFING: 12060 - CCLR s.19(1)(c) - A licensee must not employ a person in a community care facility unless the licensee or, in the case of a person who is not the manager, the manager has first met with the person and obtained all of the following: (c) a record of the person's work history.
Observation: Review of 6 staff files noted 1 did not have a record of a person's work history.
Corrective Action(s): Please ensure to obtain a record of the person's work history.

STAFFING: 12140 - CCLR s.19(4)(a) - A licensee must not employ a person in a community care facility as (a) an educator or an assistant unless the person holds a certificate issued under Division 2 [Employee Qualifications], which must be verified by the system maintained by the early childhood educator registry. (Educator or assistant certificate validation)
Observation: Review of 6 staff files noted 1 certificate was not verified by the system maintained by the Early Childhood Educator Registry.
Corrective Action(s): Please ensure to obtain certificate verification through the system maintained by the Early Childhood Educator Registry.

STAFFING: 12210 - CCLR s.23(1)(a) - A licensee must ensure that children have at all times immediate access to an employee who (a) holds a valid first aid and CPR certificate, provided on completion of a course that meets the requirements of Schedule C.
Observation: Review of 6 staff files noted 2 with expired first-aid and CPR certificate.
Corrective Action(s): Please ensure that children have immediate access at all times to an employee who holds a valid first-aid and CPR certificate.

The Manager has ensured that children have immediate access to a staff with a valid first-aid and CPR certificate as there are staff working in the program that holds a valid first-aid and CPR certificate.

POLICIES AND PROCEDURES: 13020 - CCLR s.22(1)(b) - A licensee must: (b) have an emergency plan that sets out procedures to prepare for, mitigate, respond to and recover from any emergency.
Observation: During inspection Licensing noted that the fire extinguisher has not been serviced annually
Corrective Action(s): Please ensure to service fire extinguisher annually.

RECORDS AND REPORTING: 19070 - CCLR s.57(2)(a) - A licensee must keep, for each child, a record showing the following information: (a) name, sex, date of birth, medical insurance plan number and immunization status.
Observation: Review of 8 children's files noted 2 did not have a record of a medical insurance plan number.
Corrective Action(s): Please ensure to obtain and record medical insurance plan number for each child.

RECORDS AND REPORTING: 19080 - CCLR s.57(2)(b) - A licensee must keep, for each child, a record showing the following information: (b) date of enrolment in the community care facility.
Observation: Review of 8 children's files noted there was no record of an enrolment date for 1 child.
Corrective Action(s): Please ensure to obtain and record an enrolment date for each child.

RECORDS AND REPORTING: 19090 - CCLR s.57(2)(c) - A licensee must keep, for each child, a record showing the following information: (c) daily attendance record, indicating for each day whether the child is absent or, if the child is present, the time of arrival and departure.
Observation: Review of the daily attendance record noted 2 of 7 children were not signed in at time of inspection.
Corrective Action(s): Please ensure the daily attendance record includes, absence/arrival/departure times.

Comments

At the inspection dated February 04, 2022 there were 7 children, 2 staff and the Manager present in the Group Child Care 30 months to School Age and 3 children and 1 staff present in the Group Child care under 36 months. At this inspection the above noted contraventions were identified. The Manager will take action to bring the facility into compliance and provide a written response to the Licensing Officer. The Licensing Officer will review the response. As part of this Routine Inspection a Facility Risk Assessment Tool is completed and a copy is provided. This inspection was written off-site and a copy provided by email to the facility.

The following education/recommendations were provided:

- Continuing to follow Covid-19 safety procedures.
- Ensuring to have sufficient food and water in the emergency earthquake kit for 72 hours for all children and staff.
- Safe medication storage.
- Organizing staff and children's files.
- Families may list a walk-in clinic as child's doctor.
- Facility may have digital photos of children.
- Ensure sign-in/out sheet reflects when children are absent or do not attend.
