Introduction

Community Care Facilities Licensing (CCFL) inspected all care categories during an unscheduled routine inspection to assess compliance w/:
• the Community Care & Assisted Living Act
• the Child Care Licensing Regulation
• relevant Director of Licensing Standards of Practices

Current Inspection - Items reviewed comply with the Act, regulations & standards of practice except for those noted on supplementary pages.

Observed Violations
LICENSING: 10070 - CCLR s.11(4) - A licensee must display in a prominent place in the community care facility the certificate, or a copy of the certificate, of any educator or assistant employed to work in the community care facility.
Observation: A few employees' certificates were not posted.
Corrective Action(s): All employees' certificates must be posted conspicuously.

PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 11230 - CCLR s.47 - A licensee must ensure that any heated water accessible to children is heated to no more than 49° Celsius.
Observation: Repeat violation from FIR #ONIR-CBWP5G (22/Feb/2022): The GCC (< 36m) bathroom's water reached 49.2 °C.
Corrective Action(s): Water accessible to children can never exceed 49 °C.

CARE AND/OR SUPERVISION: 14030 - CCLR s.34(2)(b) - Without limiting subsection (1), a licensee must ensure that (b) the ratio of employees to children attending a community care facility is no less than that permitted in Schedule E.
Observation: An RA is part of ratio in the GCC (< 36m).
Corrective Action(s): Minimum GCC (< 36) employee to children ratios must always be maintained:
- 1-4 children: 1 ITE
- 5-8 children: 1 ITE & 1 ECE
- 9-12 children: 1 ITE, 1 ECE, & 1 ECEA

RECORDS AND REPORTING: 19070 - CCLR s.57(2)(a) - A licensee must keep, for each child, a record showing the following information: (a) name, sex, date of birth, medical insurance plan number and immunization status.
Observation: Repeat violation from FIR #ONIR-CBWP5G (22/Feb/2022): CCFL reviewed 6 children's files. 1 child lacked his PHN & 3 children lacked their immunization status.
Corrective Action(s): All requirements of CCLR s. 57(2) are required by children's 1st day of care.

RECORDS AND REPORTING: 19080 - CCLR s.57(2)(b) - A licensee must keep, for each child, a record showing the following information: (b) date of enrolment in the community care facility.
Observation: Repeat violation from FIR #ONIR-CBWP5G (22/Feb/2022): CCFL reviewed 6 children's files. 2 children lacked their start dates.
Corrective Action(s): All requirements of CCLR s. 57(2) are required by children's 1st day of care.

RECORDS AND REPORTING: 19090 - CCLR s.57(2)(c) - A licensee must keep, for each child, a record showing the following information: (c) daily attendance record, indicating for each day whether the child is absent or, if the child is present, the time of arrival and departure.
Observation: In the GCC (< 36m), 1 child was not signed in today.
Corrective Action(s): Accurate attendance records are required to assist 1st responders in the case of an emergency.

RECORDS AND REPORTING: 19100 - CCLR s.57(2)(d) - A licensee must keep, for each child, a record showing the following information: (d) name and telephone number of a parent, medical practitioner and emergency contact.
Observation: CCFL reviewed 6 children's files. 1 child lacked his medical practitioner's contact information.
Corrective Action(s): If a child lacks a family doctor, their walk-in clinic or hospital's contact information can be documented.

RECORDS AND REPORTING: 19220 - CCLR s.58(1)(b) - A licensee must keep, for each child requiring extra support, a current care plan showing the following information: (b) the courses of action recommended by health care professionals to address the needs of the child requiring extra support.
Observation: A child's care plan was in his file but not posted.
Corrective Action(s): A care plan for life-saving purposes must be posted conspicuously.
Date to be Corrected: Immediately

Summary
• 8 violations were observed, in which corrective action includes:
- posting employees' certificates conspicuously
- reducing the hot water temperature
- ensuring correct employee to children ratios
- obtaining children documentation
• the inspection was reviewed w/ the manager; however, CCFL completed this report & the risk assessment offsite & emailed both to the manager
