Introduction

An unscheduled routine inspection was conducted to assess compliance with the Community Care and Assisted Living Act (CCALA), the Child Care Licensing Regulations (CCLR) and the relevant Director of Licensing Standards of Practice (DLSP). All areas of the facility were inspected for compliance.

Observed Violations
PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 11020 - CCLR s.13(2) - A licensee must ensure that the community care facility and the furniture, equipment and fixtures within it are clean and in good repair while children are in attendance.
Observation: Licensing observed peeling paint and wood exposure in the window frames and exterior facade outside at the outdoor play area. The manager said that this has been communicated to the landlord of the building. This item was previously coded on facility inspection report #MZIN-CBENLQ on Feb. 04, 2022.
Corrective Action(s): Ensure that the facility is in good repair particularly in specific areas such as the outdoor space, where children are regularly present.

POLICIES AND PROCEDURES: 13050 - CCLR s.56(1)(c) - A licensee must keep current records of each of the following: (c) a record respecting compliance with section 22 (2) (b) and (c) [emergency training and equipment].
Observation (CORRECTED DURING INSPECTION): Although the facility completed the drill, Licensing observed that the yearly emergency drill for 2022 was not recorded.
Corrective Action(s): Ensure that the yearly emergency drill is recorded.

Comments

At the inspection dated Jan. 04, 2023 there were 17 children and 2 staff present.The manager was also on-site and assisted with the inspection. At this inspection, the above noted contraventions were identified. Actions required by the licensee includes a written response. The contraventions noted in this report were reviewed with the facility manager during the inspection.

As part of this Routine Inspection a Facility Risk Assessment Tool is completed and a copy is provided.

The following recommendations/discussions were provided:
- Continue to document minor incidents using the incident log bound book, and take note of any illness and unexpected events involving children not requiring medical attention, and that are not reportable incidents as described in Schedule H and staff to initial and write the date after each documentation
- Continue to clean and sanitize the facility including toys and equipment
- Continue hand hygiene procedures
- Discussed outdoor procedures
