Introduction

An unscheduled routine inspection was conducted to assess compliance with the Community Care and Assisted Living Act (CCALA), the Child care Licensing Regulations (CCLR) and the relevant Director of Licensing Standards of Practice (DoLSoP).
All care categories were inspected for compliance.

Observed Violations
PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 11010 - CCLR s.13(1) - A licensee must ensure that a healthy and safe environment is provided at all times while children are under the supervision of employees.
Observation: Licensing observed a heater cord dangling from a socket above a counter. This posed a risk to children of tripping; choking and/or strangulation.
Corrective Action(s): The Licensee tucked the cord behind a cupboard lock which left the lower portion still looped. Photos taken. Please ensure the cord is inaccessible at all times to children when in care.

PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 11230 - CCLR s.47 - A licensee must ensure that any heated water accessible to children is heated to no more than 49° Celsius.
Observation: The bathroom accessed by children was measured with a digital thermometer to read 54.1 degrees Celsius.
Corrective Action(s): Please ensure that the temperature of the hot water is less than 49 degrees Celsius at all times to prevent scalding.

STAFFING: 12430 - CCLR s.56(1)(b) - A licensee must keep current records of each of the following: (b) for each employee, the records required under section 19 (1) [character and skill requirements].
Observation: Staff file for the Licensee/Manager was missing the following:
- Validation of certification
- Immunization status
- References
- Resume
Corrective Action(s): Please ensure a staff file is complete for any persons supervising the children.

Summary of Inspection

At today’s inspection there were six children and the Licensee present.
At this inspection the above noted contraventions were identified.
The Licensee is required to address the contraventions to bring the facility back into compliance and provide a written response to Licensing by the date below.

As part of this Routine Inspection, a Facility Risk Assessment Tool is completed and a copy was provided to the facility along with this report.
The Risk Assessment includes any non-compliance identified during the routine inspection and a 3 year ‘historical’ review of the facility’s compliance and operation and is used to determine inspection frequency.

The following was discussed:
- Valid CRC/s are available and reviewed expiry dates.
- Active Play promotion and outdoor play during winter months
- Hygiene and sanitization practices and weekly attention to nap mats
- First aid kits to include ice packs
- Emergency evacuation plan/fire drill records - using appropriate recording system
- Incident reporting as per requirements
- Licensing Duty line: #604 587 3936 for emergencies if area Licensing Officer can’t be contacted.
- Regular review of BCCDC website for COVID-19 updates (see link below)
- Review of available floor plan - request an updated floor plan be submitted to Licensing

The contents of this inspection report were reviewed with the Licensee and a copy provided by email. A signature was not recorded due to technical issues and report written off-site..
