Introduction

An unscheduled follow up inspection to the Routine Inspection # SWAR-AQZNUD dated September 8th 2017 was conducted. Areas of non-compliance identified at the Routine Inspection were reviewed for compliance.

Manager had responded to the coded items in writing.

The following contraventions have been addressed:
14230/19052 - Facility policies have been updated and will be made available to all families and staff. Acting Manager will add the Active Play and Screen Time policy as this has not yet been created. (see violation section for details) Licensing will provide further information from the Director of Licensing Standards of Practice for Active Play by email.
19080 - Enrolment dates for 2 missing files were added to the children's files

Contraventions
Previous Inspection - Contraventions observed on FIR #SWAR-AQZNUD have been corrected except for those noted on supplementary pages.
Current Inspection - Items reviewed comply with the Act, regulations & standards of practice except for those noted on supplementary pages.

Observed Violations
PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 11010 - CCLR s.13(1) - A licensee must ensure that a healthy and safe environment is provided at all times while children are under the supervision of employees.
Observation: Licensing had previously contravened the following at the routine inspection:
- Plastic bags in a drawer in the 3-5 program. Children have access to this area.
- Broken cupboard door in the 3-5 program. This has a cupboard lock on the doors but when pulled, the door falls off. This is in an area where children have access.
These concerns are still outstanding. This is a repeat contravention.
Corrective Action(s): Please ensure a safe environment is provided at all times when children are in care.

STAFFING: 12010 - CCALA s.7(1)(d) - A licensee must do all of the following: (d) appoint a manager for the community care facility.
Observation: Licensing observed that the previous Manager had left the facility at the end of September and it is now over 30 days that the Licensee has yet to appoint a Manager through an application to amend the Manager. Another staff member is currently acting as a contact for staff, parents and Licensing until another Manager is appointed. Licensee was given notice of the Licensing process at the time.
Corrective Action(s): Please ensure a new Manager is appointed immediately and notification given to families.

POLICIES AND PROCEDURES: 13100 - DLSOP Active Play - The Licensee must develop and implement an Active Play Policy to engage children in daily active play, consisting of un-facilitated play and facilitated games and activities.
Observation: Licensing reviewed facility policies and observed that the Active Play policy has yet to be created. This was discussed in a previous inspection with the previous Manager.
Corrective Action(s): Please ensure this policy is created and implemented and shared with families and staff.

POLICIES AND PROCEDURES: 13120 - DLSOP Active Play - The Licensee must develop and implement a Screen Use Policy to guide employees in the use of screen time activities.
Observation: Licensing reviewed facility policies and observed that the Screen Time policy has yet to be created. Licensing did discuss this requirement at a previous inspection with the previous Manager. Discussed this requirement with the staff on site today.
Corrective Action(s): Please ensure this policy is created and implemented and made available to families and staff.

Comments

On site today was 6 staff and staff to child ratio was in compliance with regulations.

Discussed enrolment and creation of policies with 'acting Manager' on site today.
Also discussed the requirements for reporting to Licensing.
