Introduction

An unscheduled routine inspection was conducted to assess compliance with the Community Care and Assisted Living Act (CCALA), and the Child Care Licensing Regulations (CCLR), and the Director of Licensing Standards of Practice (DoLSoP). All care categories were inspected for compliance.The Manager will take action to bring the facility into compliance and provide a written response to the Licensing Officer. The Licensing Officer will review the response. As part of this Routine Inspection a Facility Risk Assessment Tool is completed and a copy is provided.

Observed Violations
STAFFING: 12040 - CCLR s.19(1)(a) - A licensee must not employ a person in a community care facility unless the licensee or, in the case of a person who is not the manager, the manager has first met with the person and obtained all of the following: (a) a criminal record check for the person.
Observation: Criminal record check not obtained through the Criminal Record Check BC
Corrective Action(s): Ensure that prior to employment each employee has a criminal record check obtained and the copy is available in the staff file.

STAFFING: 12050 - CCLR s.19(1)(b) - A licensee must not employ a person in a community care facility unless the licensee or, in the case of a person who is not the manager, the manager has first met with the person and obtained all of the following: (b) character references in respect of the person.
Observation: A minimum of two character references were not obtained for one or more employees.
Corrective Action(s): Ensure to obtain character references for each employee and the record is maintained in the file.

STAFFING: 12090 - CCLR s.19(1)(f) - A licensee must not employ a person in a community care facility unless the licensee or, in the case of a person who is not the manager, the manager has first met with the person and obtained all of the following: (f) evidence that the person has complied with the Province's immunization and tuberculosis control programs.
Observation: Immunization status was not obtained for one or more employees.
Corrective Action(s): Ensure each employee has an immunization status and the copy is available in the staff files

RECORDS AND REPORTING: 19080 - CCLR s.57(2)(b) - A licensee must keep, for each child, a record showing the following information: (b) date of enrolment in the community care facility.
Observation: Children's records did not have date of enrollment recorded.
Corrective Action(s): Ensure the children's records show the date of enrollment on registration forms.

RECORDS AND REPORTING: 19100 - CCLR s.57(2)(d) - A licensee must keep, for each child, a record showing the following information: (d) name and telephone number of a parent, medical practitioner and emergency contact.
Observation: Children's records did not have telephone number of the medical practitioner.
Corrective Action(s): Ensure each child has medical practitioner information in their file

RECORDS AND REPORTING: 19210 - CCLR s.58(1)(a) - A licensee must keep, for each child requiring extra support, a current care plan showing the following information: (a) the diagnoses relevant to the child's requirement for extra support, as made by health care professionals.
Observation: No care plan available for a child requiring extra support.
Corrective Action(s): Ensure a current care plan is available for the child requiring extra support

Comments

Summary of Inspection:
· During today’s inspection, there were 12 children, 2 staff and the licensee were on site.
· At this inspection the above noted contraventions were identified. Licensee/manager is required to submit a corrective action plan to address the contraventions

The following was discussed:
· Completion of care plans to support children in care.
· Discussed storing of emergency supplies where they are readily accessible to mitigate and recover from the emergency.
· Discussed displaying of the license and certificates in a prominent place in the facility.
