Introduction

An unscheduled routine inspection was conducted to assess compliance with the Community Care and Assisted Living Act (CCALA), The Child Care Licensing Regulation (CCLR) and the Director of Licensing Standards of Practice (DLSP). All areas of the facility were inspected for compliance.

Observed Violations
LICENSING: 10070 - CCLR s.11(4) - A licensee must display in a prominent place in the community care facility the certificate, or a copy of the certificate, of any educator or assistant employed to work in the community care facility.
Observation: Licensing observed the certificates posted on the wall. One staff certificate was not posted. This is a repeat contravention from inspection #CLAN-CLUSKP, #CLAN-BJ5PNW, #CLAN-BTYVSW
Corrective Action(s): Please ensure staff certificates are posted in a prominent place.

PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 11060 - CCLR s.14(2) - A licensee must have one toilet and wash basin for every 10 children or fewer.
Observation: Licensing observed only one toilet in the washroom for infant and toddlers. There are 12 infants and toddlers in the room. When the facility was licensed a potty chair was accepted in place of a second toilet. The potty chair was not present.
Corrective Action(s): Please ensure to have one toilet for every 10 children. Two toilets are required for more than 10 children.

PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 11200 - CCLR s.17 - A licensee must ensure that children do not have access to any object or substance that may be hazardous to the health or safety of a child.
Observation: The following was observed during the inspection:
-Plastic bags in an open container on the floor of the washroom
-Two loose cords. This is a repeat contravention from inspection #CLAN-C9Y2VX, #CLAN-BTYVSW, #CLAN-BJ5PNW
Corrective Action(s): Please ensure children do not have access to any objects or substances that could be harmful to their health and safety.

HYGIENE AND COMMUNICABLE DISEASE: 15030 - CCLR s.46(1) - A licensee must establish a program to instruct children in, and to practise the rules of, health and hygiene.
Observation: Licensing observed a staff change gloves after changing a child's diaper. The staff did not wash their hands after removing their gloves.
Corrective Action(s): Please ensure staff engage in proper hand hygeine when changing diapers.

MEDICATION: 16030 - CCLR s.53(2)(a) - A licensee must ensure that a child's medication is not accessible to any child, except that a child may have access to his or her own medication if (a) the child's parent has instructed the licensee to permit this.
Observation (CORRECTED DURING INSPECTION): Medication was accessible to children in care. This was located in a child's cubby. This was corrected during the inspection

RECORDS AND REPORTING: 19050 - CCLR s.56(1)(f) - A licensee must keep current records of each of the following: (f) a log of minor accidents, illnesses and unexpected events involving children, that did not require medical attention and were not reportable incidents described in Schedule H.
Observation: Licensing observed that a minor incident, that was discussed, was not recorded in the minor incident log
Corrective Action(s): Please ensure to record minor incidents in the minor incident log

Comments

At the inspection dated October 5, 2023 there were 77 children, 18 staff and the Manager arrived during the inspection. At this inspection the above noted contraventions were identified. Please correct the above noted contraventions by October 13, 2023 unless otherwise specified in the report. As part of the inspection the Facility Risk Assessment Tool is completed and a copy was provided to the Manager.

The following was discussed with the Manager:

-Reportable incident reporting
-Lead in the water
-The maintenance plan for the facility
