Introduction

An unscheduled routine inspection was conducted to assess compliance with the Community Care and Assisted Living Act (CCALA), the Child Care Licensing Regulations (CCLR) and the relevant Director of Licensing Standards of Practice (DOLSOP). All areas of the facility were inspected for compliance.

Observed Violations
PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 11010 - CCLR s.13(1) - A licensee must ensure that a healthy and safe environment is provided at all times while children are under the supervision of employees.
Observation (CORRECTED DURING INSPECTION): LO observed and discussed with staff about ensuring that shaving creams stored within the cupboard are out of reach of children.
Corrective Action(s): Please ensure that children are provided with a healthy and safe environment at all times while in care.

STAFFING: 12140 - CCLR s.19(4)(a) - A licensee must not employ a person in a community care facility as (a) an educator or an assistant unless the person holds a certificate issued under Division 2 [Employee Qualifications], which must be verified by the licensee using a system established and maintained by the director of the early childhood educator registry,
Observation: LO noted and discussed with the Manager: all staff certificates must be validated.
In response to Covid-19 emergency, ECE registry has extended the expiry date of the certificates which can be validated using the new expiry date.
Corrective Action(s): Please ensure staff file is complete.

RECORDS AND REPORTING: 19320 - CCLR s.59(a) - In respect of a record referred to in this Division, a licensee must (a) keep in a single place at the community care facility the records referred to in sections 56 to 58.
Observation: Facility's policies and procedures were reviewed; Reportable Incident Policy was not available onsite for review at the time of the inspection.
Corrective Action(s): Please ensure that all records are kept in a single place within the facility.

Comments

On the inspection date of March 3, 2021 there were 16 children, 3 staff and 1 practicum student present. At this inspection the above noted contraventions were identified. The Manager/ Licensee is required to take action and bring the facility into compliance by below date.
As part of this Routine Inspection a Facility Risk Assessment Tool. This inspection and the risk assessment were written off site and a copy was provided to the facility via email on March 4, 2021, therefore no signature is attached.

The following education/recommendations were provided:

· First Aid Kit: Supplies to be replenished. LO discussed about obtaining parents consent, if using any product with DIN# is used with children. For any minor scrapes, soap and water can be used to clean the wound.
· To update children files/information as needed, e.g. out of province medical insurance and/or Dr's information to obtain complete children's records.
