Introduction

An unscheduled routineinspection was conducted to assess compliance with the Community Care and Assisted Living Act (CCALA), the Child Care Licensing Regulations (CCLR) and the relevant Director of Licensing Standards of Practice (DLSP). All areas of the facility were inspected for compliance.

Current Inspection - Items reviewed comply with the Act, regulations & standards of practice except for those noted on supplementary pages.

Observed Violations
LICENSING: 10070 - CCLR s.11(4) - A licensee must display in a prominent place in the community care facility the certificate, or a copy of the certificate, of any educator or assistant employed to work in the community care facility.
Observation: During the inspection only one staff members' certificate was posted at the facility but it was hidden behind some puzzles. In speaking with the director she stated the staff was a substitute as the manager was away sick today. She also stated that she works in the facility occassionally.
Corrective Action(s): Please ensure all staff certificates are posted in a prominant place in the facility.

PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 11010 - CCLR s.13(1) - A licensee must ensure that a healthy and safe environment is provided at all times while children are under the supervision of employees.
Observation: During the inspection licensing observed black dirt and mold on window trim and window tracking in the kitchen area. This is a repeat contravention from inspection # DCHG-AS2QNK
Corrective Action(s): Please ensure to remove the mold and dirt from the window trim and tracking to maintain a health and safe environment at all times.

PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 11200 - CCLR s.17 - A licensee must ensure that children do not have access to any object or substance that may be hazardous to the health or safety of a child.
Observation: Licensing observed the following inside the facility:

-3 plug covers missing. This could cause a potential electrocution hazard.
-an unwrapped cord from a cd player located on the floor. This could cause a potential strangulation hazard.
-blind cords accessable to children in the kitchen and the play area. This could cause a potential strangulation hazard.
-low windows with unlatched locks. This could cause a potential falling hazard.


Corrective Action(s): Please ensure children do not have access to objects that could be hazardous to their health and safety.

POLICIES AND PROCEDURES: 13050 - CCLR s.56(1)(c) - A licensee must keep current records of each of the following: (c) a record respecting compliance with section 22 (2) (b) and (c) [emergency training and equipment].
Observation: Licensing observed a fire drill schedule for January 2019. In speaking with the manager she stated that she practiced the fire and emergency evacuation drills for 2018 but she disposed of the records. This is a repeat contravention.
Corrective Action(s): Please ensure to retain a record of fire drills and evacuation drills.

POLICIES AND PROCEDURES: 13060 - CCLR s.56(1)(d) - A licensee must keep current records of each of the following: (d) written policies and procedures that are intended to guide employees in the care and supervision of children.
Observation: Licensing reviewed the policy and procedures. There was no screen use or active play policy noted.
Corrective Action(s): Please ensure a screen use policy and an active play policy is created and shared with the parents/guardians as outlined in the Director of Licensing Standards of Practice...active play.

RECORDS AND REPORTING: 19060 - CCLR s.57(1)(a)(b)(c) - A licensee must keep current records for each child showing (a) the information set out in subsection (2), (b) if applicable, the information and agreements set out in subsections (2.1) and (2.2), and (c) the consents referred to in subsection (3).
Observation: During the inspection 4 children's records of 8 were reviewed. The following items were missing from the children's files:

-1 immunization status
-1 date of enrollment
-1 medical practitioner
-2 emergency contact
-1 photograph of a child


Corrective Action(s): Please ensure the children's records are complete.
Date to be Corrected: January 22, 2019

RECORDS AND REPORTING: 19320 - CCLR s.59(a) - In respect of a record referred to in this Division, a licensee must (a) keep in a single place at the community care facility the records referred to in sections 56 to 58.
Observation: Two staff records were observed. One staff record was not located inthe facility.
Corrective Action(s): Please ensure all staff records are kept in a single place at the facility and are easily accessable.

Comments

At the inspection dated January 14, 2019 and January 15, 2019 there were 7 children and 2 staff present and 1 director present. At this inspection the above noted contraventions were identified Please ensure a written response is provided to licensing by January 29, 2019. A follow up inspection will need to completed to observe if the above noted contraventions have been corrected. As part of this Routine Inspection a Facility Risk Assessment Tool is completed and a copy is provided.

The following education/recommendations were provided:
Promoting Active Play in the program
Active Supervision
Lead in the Water
Removing polysporin from the first aid kit as it considered a medication. The parents' permission is required to apply all medications.
