Introduction

An unscheduled routine inspection was conducted to assess compliance with the Community Care and Assisted Living Act (CCALA), the Child Care Licensing Regulations (CCLR) and the relevant Director of Licensing Standards of Practice (DLSP). All areas of the facility were inspected for compliance. COVID-19 Pre-screening was completed at the door.

Current Inspection - Items reviewed comply with the Act, regulations & standards of practice except for those noted on supplementary pages.

Observed Violations
PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 11020 - CCLR s.13(2) - A licensee must ensure that the community care facility and the furniture, equipment and fixtures within it are clean and in good repair while children are in attendance.
Observation: During the inspection licensing observed:
-couch in nap room was visibly soiled, and the vinyl cover was cracked preventing the ability to sanitize effectively. Licensee said the children rarely sit on the couch and would cover it from the room.
-The bathroom vanity drawers contained multiple items such as; toothbrush, toothpaste, and a small battery. Licensee removed the items. (This was corrected during inspection.)
-One corner ledge in the back play room contained a large amount of materials in one corner. The licensee said this was from moving a couch, and would address it today.
Corrective Action(s): Please ensure that the community care facility and the furniture, equipment and fixtures within it are clean and in good repair, while children are in attendance.

RECORDS AND REPORTING: 19060 - CCLR s.57(1)(a)(b)(c) - A licensee must keep current records for each child showing (a) the information set out in subsection (2), (b) if applicable, the information and agreements set out in subsections (2.1) and (2.2), and (c) the consents referred to in subsection (3).
Observation: During the inspection licensing reviewed 5 facility files, of these, contents missing included:
-2 children's files had no start date
-1 children's file was missing Medical Service Card number (corrected during inspection)
-1 children's file did not have the date of birth (corrected during inspection)
-1 children's file contained no record of immunization
-1 children's file was missing consent for emergency medical attention
One child was starting their first day of care. Licensee said some of the items on their file were missing because the parent the required some help to complete, and the licensee would help them at the end of the day.
Corrective Action(s): Please keep current records for each child showing the information set out in subsection 2(b) if applicable, the information and agreements set out in subsections (2.1) and (2.2), and (c) the consents referred to in subsection (3).

Comments

Summary of Inspection
During today’s inspection, there were 5 children, and the licensee present, and one parent visiting. Licensee's family were present on site.

At this inspection the above noted contraventions were identified.
Licensee is required to submit a corrective action plan to address the contraventions.

The following was discussed:
-Discussed cleaning and sanitization practices for covid prevention, such as hand washing at arrival and prior to eating food.
-Information that parents have agreed to repayment and prepayment agreements, and have read and understood the policies of the facility.
-At the time of arrival the licensee had no children in care. Licensee was unable to complete outdoor check, however during inspection licensee removed a plantar that was hazardous to children outside. Licensee reviewed outdoor check, which was completed daily previously.
