Introduction

A scheduled routine inspection was conducted to assess compliance with the Community Care and Assisted Living Act (CCALA), the Child Care Licensing Regulations (CCLR) and the relevant Director of Licensing Standards of Practice (DLSP). All areas of the facility were inspected for compliance.

Observed Violations
PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 11010 - CCLR s.13(1) - A licensee must ensure that a healthy and safe environment is provided at all times while children are under the supervision of employees.
Observation: During the inspection the following was observed in the facility:
-a large shelf, over four feet tall was not anchored to the wall. This may cause a potential falling hazard
-staff purses were open and within easy reach of the children. These purses may contain items that could cause a choking or poisoning hazard.
Corrective Action(s): Please ensure a healthy and safe environment is provided at all times.

PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 11080 - CCLR s.15(1)(a) - A licensee must supply equipment, furniture and supplies that are (a) of sturdy and safe construction, easy to clean and free from hazards.
Observation: During the inspection several wooden tables were showing signs of wear. The finishing was worn off and there were several indents in the table. The indents could potentially harbour bacteria.
Corrective Action(s): Please ensure the equipment is safe and easy to clean and free from potential health hazards.

PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 11090 - CCLR s.15(1)(b) - A licensee must supply equipment, furniture and supplies that are (b) located so as not to block or hamper an exit in the case of fire or other emergency.
Observation: Licensing observed several boxes of emergency supplies blocking one of the exit doors.
Corrective Action(s): Please ensure supplies are not located in front of an exit as this may block or hamper an exit in an emergency.

PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 11200 - CCLR s.17 - A licensee must ensure that children do not have access to any object or substance that may be hazardous to the health or safety of a child.
Observation: During the inspection licensing observed rust on a fixture and several bolts in the outdoor play area. This could cause a potential health hazard. Licensing recommended practicing active supervision in these area until the rust can be fixed.
Corrective Action(s): Please ensure children do not have access to any objects or substances that are hazardous to their health and safety.

RECORDS AND REPORTING: 19080 - CCLR s.57(2)(b) - A licensee must keep, for each child, a record showing the following information: (b) date of enrolment in the community care facility.
Observation: Ten children's records of twenty-seven were reviewed. Two children's date of enrollment were missing. This is a repeat contravention from inspection # CLAN-BC2K6T.
Corrective Action(s): Please esure children's records are complete.

Comments

At the inspection dated Aug 6, 2020 there were 15 children, and 4 staff members and the Manager was present. At this inspection the above noted contraventions were identified. Please send a written response to Licensing addressing how you have corrected the above noted contraventions by August 26, 2020. As part of this Routine Inspection a Facility Risk Assessment Tool is completed and a copy was sent to the Manager.

The following was reviewed/discussed with the Manager:

· Information sent out to the facility regarding the following: sanitization/disinfection, social distancing, hand washing and health and wellness policy.
· The coronavirus COVID-19 public health guidance for child care settings
· Posting a COVID-19 policy, as a requirement of The Centre for Disease Control and Worksafe BC
· Ensure to check your first aid kit regularly to ensure you have the supplies needed.

The inspection findings were reviewed with the Manager at the inspection. The inspection report and the risk assessment were completed at the Burnaby Health Protection office. The report was written in .5 hours and this is included in the report. A copy of these documents was sent to the Manager.
