Introduction

A scheduled routine inspection was conducted to assess compliance with the Community Care and Assisted Living Act (CCALA), the Child Care Licensing Regulations (CCLR) and the relevant Director of Licensing Standards of Practice (DOLSOP). The following areas were reviewed for compliance: Physical Facility, Staffing, Hygiene & Communicable Disease Control, Records & Reporting and Policies & Procedures. LO reviewed and discussed COVID-19 prevention strategies with the Manager.

Current Inspection - Items reviewed comply with the Act, regulations & standards of practice except for those noted on supplementary pages.

Observed Violations
PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 11010 - CCLR s.13(1) - A licensee must ensure that a healthy and safe environment is provided at all times while children are under the supervision of employees.
Observation: The following were observed and discussed with the manager today:
- Cleaning spray bottles: there were no spray bottles( cleaners) available within the facility to sanitize and clean the equipment and high touched surfaces, e.g. table, chairs, toys, counters, change mats, etc...
- Changing Pad: facility has a portable folding changing pad for daily diapering use. LO discussed/ suggested to consider other type of changing pad for diapering; for better support, comfort and anti-bacterial surface for proper sanitization.

Corrective Action(s): Please ensure that a healthy and safe environment is provided to children at all times while in care.

PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 11020 - CCLR s.13(2) - A licensee must ensure that the community care facility and the furniture, equipment and fixtures within it are clean and in good repair while children are in attendance.
Observation: The following were observed and discussed with the manager:
- All outdoor toys and ride on equipment need cleaning.
- Broken plastic bin with sharp edges (pink) within the toy shelving unit needs to be replaced or removed.
Corrective Action(s): Please ensure that all indoor and outdoor furnitures are clean and in good repair while children are in care.

STAFFING: 12090 - CCLR s.19(1)(f) - A licensee must not employ a person in a community care facility unless the licensee or, in the case of a person who is not the manager, the manager has first met with the person and obtained all of the following: (f) evidence that the person has complied with the Province's immunization and tuberculosis control programs.
Observation: Staff file was reviewed; immunization status form was missing staff's signature and date.
Corrective Action(s): Please ensure all staff's files are complete.

Comments

At this inspection dated April 20, 2020 there were 1 children and 2 staff present. At this inspection the above noted contraventions were identified. Licensee is required to provide a written response by below date, including how areas found to be in noncompliance are addressed. The contravention noted in this report were reviewed with the manager during today's inspection. This inspection report was completed off site and emailed along with the Risk Assessment to the facility the same day.

The following education/recommendations were provided in regards to:
-Cleaning and Sanitizing
-Health & Hygiene Practices
-Precautions and Practices for Sick Children

LO provided the Resource Package for ChildCare Facilities COVID-19 Prevention, including:
-Educational Hand Washing Posters
-Cleaning and Sanitizing Strategies
-Guidance in the Selection of Cleaners, Sanitizers or Disinfectants

LO observed and discussed the following with the manager:
-Minor incident log book: No documentation available since 2013. LO provided education re: log book - to use this log book regularly to document any minor incidents, illnesses and unexpected events involving children, that did not require medical attention and were not reportable incidents described in Schedule H.
-Monitor and maintain proper sanitization for all soft and porous toys and equipment, such items also need to be properly cleaned and disinfected by laundering in a washing machine with hot water and dry in a clothes dryer on a hot cycle regularly.
- Fire Extinguisher Annual Maintenance: New service date is Jan 2021.
