Introduction

An unscheduled routine inspection was conducted to assess compliance with the Community Care and Assisted Living Act (CCALA), the Child Care Licensing Regulations (CCLR) and the relevant Director of Licensing Standards of Practice (DoLSoP). All areas of the facility were inspected for compliance

Observed Violations
LICENSING: 10070 - CCLR s.11(4) - A licensee must display in a prominent place in the community care facility the certificate, or a copy of the certificate, of any educator or assistant employed to work in the community care facility.
Observation: Licensing observed that a copy of staff certifications were not posted in the community care facility. The delegated staff mentioned that they are in progress on posting them.
Corrective Action(s): Please ensure a copy of the certificate of any educator or assistant employed to work in the community care facility is posted in a prominent place.

PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 11200 - CCLR s.17 - A licensee must ensure that children do not have access to any object or substance that may be hazardous to the health or safety of a child.
Observation (CORRECTED DURING INSPECTION): Licensing observed the following substances that were accessible to children in an unlocked cabinet;
- In one classrom under the sink; bleach spray and other cleaning products
- In the second classroom under the sink; toilet bowl cleaner and lysol wipes
Staff corrected this by locking the cabinet.
Corrective Action(s): Please ensure that children do not have access to any object or substance that may be hazardous to the health or safety of a child.

PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 11230 - CCLR s.47 - A licensee must ensure that any heated water accessible to children is heated to no more than 49° Celsius.
Observation: Water temperature measured over 49C in one of the classrooms.
Corrective Action(s): Please ensure that any heated water accesible to children is heated to no more than 49C.

STAFFING: 12140 - CCLR s.19(4)(a) - A licensee must not employ a person in a community care facility as (a) an educator or an assistant unless the person holds a certificate issued under Division 2 [Employee Qualifications], which must be verified by the system maintained by the early childhood educator registry. (Educator or assistant certificate validation)
Observation (CORRECTED DURING INSPECTION): Upon review of 5 staff files, 1 file was missing evidence of certificate validation. Education was provided on the steps to complete this.
Corrective Action(s): Please ensure staff certificated are vertified by the system maintained by the early childhood educator registry.

Comments

At today’s inspection there were approximately 39 children and 6 staff present.
At this inspection the above noted contraventions were identified. The Licensee will take action to bring the facility into compliance and provide a written response to licensing by Jan 23/23 stating how you have corrected the above noted contraventions. Licensing will review the response.
As part of this routine inspection, a facility risk assessment tool is completed. The risk assessment includes any non-compliance identified during the routine inspection, a 3 year ‘historical’ review of the facility’s compliance and operation. This is used to determine inspection frequency.
The contents of the inspection report were reviewed with a delegated staff and a copy of this report will be emailed to the manager with a paper copy mailed to the facility.
The following was discussed with the delegated staff:
- Supervision plan for classroom's main and washroom doors
- Care plans - Allergies and behavioral support
- Immunization declaration
- Identifying secondary manager
- Audit of children and staff files
