Introduction

A scheduled routine inspection was conducted to assess compliance with the Community Care and Assisted Living Act (CCALA), the Child Care Licensing Regulations (CCLR) and the relevant Director of Licensing Standards of Practice (DOLSOP). The following areas were reviewed for compliance: Physical Facility, Staffing, Hygiene & Communicable Disease Control, Records & Reporting and Policies & Procedures. LO reviewed and discussed COVID-19 prevention strategies with the Manager.

Contraventions
Previous Inspection - Contraventions observed on FIR # have been corrected.
Current Inspection - Items reviewed comply with the Act, regulations & standards of practice except for those noted on supplementary pages.

Observed Violations
LICENSING: 10050 - CCLR s.11(1) - A licensee must display in a prominent place in the community care facility both the licence, including any terms or conditions of the licence, and the name of the manager.
Observation: Name of the manager was not posted within the facility.
Corrective Action(s): Please ensure to post manager's information a prominent place within the facility.

PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 11010 - CCLR s.13(1) - A licensee must ensure that a healthy and safe environment is provided at all times while children are under the supervision of employees.
Observation: The following were observed and discussed with the Licensee:
- Several areas on the walls within the facility are chipped and cracked. The rubber wall base started to peel off from the wall (corner).
- Shelving units need some maintenance; i.e. peeling paint.
- Cleaning supplies are stored within girl's washroom, on top of the toilet seat ( corner floating shelve). Licensee stated that these items can be relocated by April 23, 2020.
Corrective Action(s): Please ensure that a healthy and safe environment is provided while children are in care.

STAFFING: 12050 - CCLR s.19(1)(b) - A licensee must not employ a person in a community care facility unless the licensee or, in the case of a person who is not the manager, the manager has first met with the person and obtained all of the following: (b) character references in respect of the person.
Observation: Staff files were reviewed; No staff references were available on site for review. LO discussed the following during inspection:
Reference check- as a part of the hiring process the Licensee must provide indication that character references were obtained in respect of the person. This applies to all employees.
Corrective Action(s): Please ensure all staff files are complete.

STAFFING: 12430 - CCLR s.56(1)(b) - A licensee must keep current records of each of the following: (b) for each employee, the records required under section 19 (1) [character and skill requirements].
Observation: 2 staff files were reviewed; both current CRC were not available on site.
Corrective Action(s): Please ensure all staff files are complete.

RECORDS AND REPORTING: 19260 - CCLR s.58(2)(b) - The licensee must (b) review the care plan at least once each year with a parent of the child requiring extra support and any person requested by the parent.
Observation: One child's care plan is expired ( last review in 2017). All care plan needs to be reviewed with the child's parent at least once a year.
Corrective Action(s): Please ensure all children's files are complete.

Comments

At this inspection dated April 23, 2020 there were 6 children and 1 staff present. At this inspection the above noted contraventions were identified. Licensee is required to provide a written response by below date, including how areas found to be in non-compliance are addressed. The contravention noted in this report were reviewed with the manager during today's inspection. This inspection report was completed off site (0.5 hr) and emailed along with the Risk Assessment on April 23, 2020.

The following education/recommendations were provided in regards to:
-Cleaning and Sanitizing
-Health & Hygiene Practices
-Social Distancing
-Precautions and Practices for Sick Children

LO provided the Resource Package for Child Care Facilities COVID-19 Prevention, including:
-Educational Hand Washing Posters
-Cleaning and Disinfecting in Child Care Setting
-Guidance in the Selection of Cleaners, Sanitizers or Disinfectants

LO observed and discussed the following with staff on site:
- First Aid Kit: needs to be replenished. LO discussed about removing all items with DIN# as they are expired and cannot be used with children without parent's consent
-Monitor and maintain proper sanitization for all soft and porous toys and equipment; such items still need to be properly cleaned and disinfected by laundering in a washing machine with hot water and dry in a clothes dryer on a hot cycle
