Introduction

An unscheduled routine inspection was conducted to assess compliance with the Community Care and Assisted Living Act (CCALA), the Child Care Licensing Regulations (CCLR) and the relevant Director of Licensing Standards of Practice (DoLSoP). All care categories were inspected for compliance.

Observed Violations
PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 11010 - CCLR s.13(1) - A licensee must ensure that a healthy and safe environment is provided at all times while children are under the supervision of employees.
Observation: LO observed and discussed below observation with the Manager:
- shelving unit within the small playroom to be installed against the wall; or make the metal brackets not accessible to the children.
- missing gate on top of the stairs. The manager said that new gate will be installed.
- lighter and garderning shovel stored outside ( garden); make it inacccessible to the children.
Corrective Action(s): Please ensure that a healthy and safe environment is provided at all times while children are in care.

PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 11020 - CCLR s.13(2) - A licensee must ensure that the community care facility and the furniture, equipment and fixtures within it are clean and in good repair while children are in attendance.
Observation: The following were observed and discussed with the Manager:
- holes on the playpen's mesh used for nap.
- all napping mats with rips; this does not allow proper sanitization after each use.
Corrective Action(s): Please ensure that all furniture and equipment are clean and in good repair.

STAFFING: 12040 - CCLR s.19(1)(a) - A licensee must not employ a person in a community care facility unless the licensee or, in the case of a person who is not the manager, the manager has first met with the person and obtained all of the following: (a) a criminal record check for the person.
Observation: Staff's files were reviewed; CRC on one staff is not site specific.
Corrective Action(s): Please ensure all staff files are complete.

STAFFING: 12050 - CCLR s.19(1)(b) - A licensee must not employ a person in a community care facility unless the licensee or, in the case of a person who is not the manager, the manager has first met with the person and obtained all of the following: (b) character references in respect of the person.
Observation: Staff files were reviewed; references were missing for one of the staff.
Corrective Action(s): Please ensure that all staff files are complete.

STAFFING: 12090 - CCLR s.19(1)(f) - A licensee must not employ a person in a community care facility unless the licensee or, in the case of a person who is not the manager, the manager has first met with the person and obtained all of the following: (f) evidence that the person has complied with the Province's immunization and tuberculosis control programs.
Observation: Staff's files were reviewed; immunization status record was missing for one staff.
Corrective Action(s): Please ensure all staff files are complete.

STAFFING: 12190 - CCLR s.22(2)(b) - A licensee must ensure that each employee (b) practices implementing the fire drill system at least once each month.
Observation: Fire drill was not practiced and recorded for the month of July 2021.
Corrective Action(s): Please ensure that fire drill is practiced monthly with the children.

RECORDS AND REPORTING: 19090 - CCLR s.57(2)(c) - A licensee must keep, for each child, a record showing the following information: (c) daily attendance record, indicating for each day whether the child is absent or, if the child is present, the time of arrival and departure.
Observation: 4 children's files were reviewed; 2 children were not signed in.
Corrective Action(s): Please ensure all children are signed in and out at the time of arrival and departure.

Comments

Summary of Inspection
At the inspection dated Sept 7, 2021there were 8 children and 2 staff. At this inspection the above noted contraventions were identified. The Manager will take action to bring the facility into compliance and provide a written response to the Licensing Officer. The Licensing Officer will review the response. As part of this Routine Inspection a Facility Risk Assessment Tool is completed and a copy is provided via email.

The following education/recommendations were provided:
