Introduction

An unscheduled Routine inspection was conducted to assess compliance with the Community Care and Assisted Living Act (CCALA), and the Child Care Licensing Regulations (CCLR), and the Director of Licensing Standards of Practice (DoLSoP). All care categories were inspected for compliance.

Observed Violations
PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 11010 - CCLR s.13(1) - A licensee must ensure that a healthy and safe environment is provided at all times while children are under the supervision of employees.
Observation: During the inspection licensing observed:
-Wall hooks were missing with exposed set screws next to the bathroom where children stand on a stool to wash hands. If a child loses balance or walks into the set screws, it could present risk for injury.
-Floor rugs in Baby green, and PK2 classrooms were curling up and posing a tripping hazard.
-Outdoor playground had some boards on the deck curling providing opportunity for tripping.
-Resilient surfacing depth has not been maintained below the outdoor climber.

Corrective Action(s): Please ensure to create systems that ensure a healthy and safe environment at all times.

PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 11020 - CCLR s.13(2) - A licensee must ensure that the community care facility and the furniture, equipment and fixtures within it are clean and in good repair while children are in attendance.
Observation: During inspection licensing observed:
-Highchairs used in 3 classrooms had the trays taped on with visible soil on the edges of the tape.
-Shelves in Baby Green, Marine, Aqua, Activity room were chipped exposing chip board below, and some areas with sticky residue, with soil, one table where children eat had a large chip exposing the chipboard below. This poses difficulty maintain sanitization.
-Floor drain holes in Baby Aqua, and Marine classroom were chipped and had soil build up around the edges where children have access
-Walls were chipped in spots exposing drywall in the PreK 2, 3, 4, Baby Green, Aqua. One of the children was observed picking at the chips in one classroom.
-Soil build up was visible under the window in baby green classroom, and Prek4. In PK 3 on a step stool used in the bathroom had visible soil build-up.
-Floor trim was coming away from the walls in PK2, and PK4
-Floor rugs in Baby green, and PK2 classrooms were curling up and posing a tripping hazard.
-One toilet lid was broken in half and taped together in baby green
-A child's shorts were stored on the counter next to the sink where children were washing hands. This poses risk of transmission of communicable diseases.
Corrective Action(s): Please ensure that the community care facility and the furniture, equipment and fixtures within it are clean and in good repair.

PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 11200 - CCLR s.17 - A licensee must ensure that children do not have access to any object or substance that may be hazardous to the health or safety of a child.
Observation: During inspection licensing observed:
-Electrical outlet in Baby Green, Aqua, PK4, and the Activity room were not covered.
-Bags stored in cupboard accessible to children in baby marine, and on the floor in the activity room there was a ziplock bag accessible to children.
-In Baby Green classroom one drawer's latch was not engaged where medication was stored.
Corrective Action(s): Please ensure that children do not have access to any object or substance that may be hazardous to the health and safety of the child.

STAFFING: 12050 - CCLR s.19(1)(b) - A licensee must not employ a person in a community care facility unless the licensee or, in the case of a person who is not the manager, the manager has first met with the person and obtained all of the following: (b) character references in respect of the person.
Observation: Licensing reviewed nine staff files, one file did not contain references
Corrective Action(s): Please ensure to obtain character references in respect of the person.

STAFFING: 12060 - CCLR s.19(1)(c) - A licensee must not employ a person in a community care facility unless the licensee or, in the case of a person who is not the manager, the manager has first met with the person and obtained all of the following: (c) a record of the person's work history.
Observation: Licensing reviewed nine staff files, one file did not contain record of the person's work history.
Corrective Action(s): Please ensure to obtain resume for staff prior to commencing employment.

STAFFING: 12090 - CCLR s.19(1)(f) - A licensee must not employ a person in a community care facility unless the licensee or, in the case of a person who is not the manager, the manager has first met with the person and obtained all of the following: (f) evidence that the person has complied with the Province's immunization and tuberculosis control programs.
Observation: Licensing reviewed nine files, one file did not contain evidence that the person has complied with the province's immunization program.
Corrective Action(s): Please ensure to obtain record of immunization status.

RECORDS AND REPORTING: 19100 - CCLR s.57(2)(d) - A licensee must keep, for each child, a record showing the following information: (d) name and telephone number of a parent, medical practitioner and emergency contact.
Observation: Licensing reviewed 20 children's records. One record did not contain name and telephone number of a medical practitioner.
Corrective Action(s): Please ensure to keep record of the name and number of medical practitioner.

RECORDS AND REPORTING: 19260 - CCLR s.58(2)(b) - The licensee must (b) review the care plan at least once each year with a parent of the child requiring extra support and any person requested by the parent.
Observation: One care plan had not been reviewed in over one year, for a child who requires extra support.
Corrective Action(s): Please ensure to review the care plan at least once each year.

Comments

Summary of Inspection:
During today’s inspection, there were 40 children, 12 staff, and the facility manger present.
At this inspection the above noted contraventions were identified. Licensee is required to submit a corrective action plan to address the contraventions.

The following was discussed:
Staffing requirements, and use of exemption to support the staff plans were reviewed. Manager adjusted staffing for the current exemption in place.
Review of the BCCDC guidance for facility cleaning and sanitization.
Review of storage of cleaning products in classroom cupboards wherein food items were stored.
Labelling of cleaning products
Storage and use of diaper cream, and permission's for use of medicated cream in emergency kits.
