Introduction

An unscheduled routine inspection was conducted to assess compliance with the Community Care and Assisted Living Act (CCALA), the Child care Licensing Regulations (CCLR) and the relevant Director of Licensing Standards of Practice (DLSP).
All areas of the facility were reviewed for compliance.

Observed Violations
PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 11010 - CCLR s.13(1) - A licensee must ensure that a healthy and safe environment is provided at all times while children are under the supervision of employees.
Observation: Plastic bags are accessible in the Preschool program; In the GCC (under 36 months) program wall paint is chipping and poses a risk of injury.
Corrective Action(s): Please ensure a healthy and safe environment for children at all times.

STAFFING: 12040 - CCLR s.19(1)(a) - A licensee must not employ a person in a community care facility unless the licensee or, in the case of a person who is not the manager, the manager has first met with the person and obtained all of the following: (a) a criminal record check for the person.
Observation: A record of current Criminal Record Check (CRC) is missing for 2 staff.
Corrective Action(s): Please ensure a current CRC is obtained for staff prior to employment to ensure the children's safety.

CARE AND/OR SUPERVISION: 14030 - CCLR s.34(2)(b) - Without limiting subsection (1), a licensee must ensure that (b) the ratio of employees to children attending a community care facility is no less than that permitted in Schedule E.
Observation: Staff plan for the Group Child Care (under 36 months) program consists of one Infant Toddler Educator for 2 programs on some days.
Corrective Action(s): As per discussion, please ensure the staff plan meets requirements as per CCLR schedule E. A staff qualified as an Infant Toddler Educator is required at all times in each Group Child care (under 36 months) Program. program

HYGIENE AND COMMUNICABLE DISEASE: 15030 - CCLR s.46(1) - A licensee must establish a program to instruct children in, and to practise the rules of, health and hygiene.
Observation: A single bath towel is hanging in the washroom for use by all the children in the GCC (30 months to school age) Program and the Preschool Program, and the GCC (under 36 months) Program (Toddler room).
Corrective Action(s): Please ensure children's health and safety by provision of single use cloth towels or paper towels for hand washing.

RECORDS AND REPORTING: 19090 - CCLR s.57(2)(c) - A licensee must keep, for each child, a record showing the following information: (c) daily attendance record, indicating for each day whether the child is absent or, if the child is present, the time of arrival and departure.
Observation: Attendance record at time of inspection for the Preschool program was not complete as 9 children were in attendance and record staed 7 children were present. Records for the GCC (under 36 months) were missing time of departure for some dates.
Corrective Action(s): Please ensure attendance records are complete as per requirements, and kept current throughout the day if children arrive or depart at different times.

RECORDS AND REPORTING: 19260 - CCLR s.58(2)(b) - The licensee must (b) review the care plan at least once each year with a parent of the child requiring extra support and any person requested by the parent.
Observation: Eight care plans were reviewed and one care plan required a review on January 29,2020. .
Corrective Action(s): Please ensure care plans are reviewed annually to ensure information regarding response required is current. The Manager stated this care plan would be reviewed when the child next attends the facility.

Comments

Inspection summary:
At today’s inspection there were 48 children in care. Programs observed were: Group Child Care (GCC) (under 36 months), GCC (30 months to school age), and the Preschool Program. The GCC (school age) Program was not operating at time of inspection but records and program space were inspected.
There are 108 children currently enrolled.
At this inspection the above noted contraventions were identified.
Licensee is required to submit a corrective action plan to Licensing by the date below
Licensing will review and monitor the corrective action plan.
As part of this Routine Inspection a Facility Risk Assessment Tool was completed and a copy was provided.

The following education/recommendations were provided through discussion:
- Facility Promotes Active Play in the program
- Active Supervision
- Reportable Incident reporting to Duty line: #604 587 3936 for emergencies if area Licensing Officer can’t be contacted.
- Bill 5 awareness – Facility has been receiving Licensing Officer’s emails.
- Ensure correct current qualification information is posted for staff.
Discussed the requirements for staff exemptions.
