Introduction

An unscheduled routine inspection was conducted to assess compliance with the Community Care and Assisted Living Act (CCALA), the Child Care Licensing Regulations (CCLR) and the relevant Director of Licensing Standards of Practice (DLSP). All areas of the facility were inspected for compliance.

Observed Violations
PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 11020 - CCLR s.13(2) - A licensee must ensure that the community care facility and the furniture, equipment and fixtures within it are clean and in good repair while children are in attendance.
Observation: During the inspection licensing observed the following:
-Shelves had signs of wear and the particle board was showing. This can make this difficult to clean.
-Plastic mats and plastic tile flooring had wear marks and puncture marks. This could potentially harbour bacteria.
Corrective Action(s): Please ensure the furniture and equipment in the facility is in good repair.

STAFFING: 12040 - CCLR s.19(1)(a) - A licensee must not employ a person in a community care facility unless the licensee or, in the case of a person who is not the manager, the manager has first met with the person and obtained all of the following: (a) a criminal record check for the person.
Observation: Licensing reviewed the staff records. One of the staff records was missing a criminal record check. Please ensure the staff is not left unsupervised with the children until this is completed.
Corrective Action(s): Please ensure to obtain a criminal record check for all staff prior to the start of employment.

STAFFING: 12060 - CCLR s.19(1)(c) - A licensee must not employ a person in a community care facility unless the licensee or, in the case of a person who is not the manager, the manager has first met with the person and obtained all of the following: (c) a record of the person's work history.
Observation: A record of the person's work history was not obtained for one employee.
Corrective Action(s): Please ensure staff records are complete.

STAFFING: 12090 - CCLR s.19(1)(f) - A licensee must not employ a person in a community care facility unless the licensee or, in the case of a person who is not the manager, the manager has first met with the person and obtained all of the following: (f) evidence that the person has complied with the Province's immunization and tuberculosis control programs.
Observation: Immunization status was not obtained for one employee.
Corrective Action(s): Please ensure staff records are complete.

Comments

At the inspection dated January 13, 2023 there were 7 children, 1 staff, and the Manager was present. At this inspection the above noted contraventions were identified. Please correct the above noted contraventions by January 27, 2023 unless otherwise specified in the report. As part of this Routine Inspection a Facility Risk Assessment Tool is completed and a copy was sent to the Manager.

The following was discussed:
-The reportable incident reporting procedure.
-The current cleaning protocols that are in place
-Preventing lead in the water
-Adding more items to the first aid kit such as a tape and a CPR mask
-Adding more food to the emergency supplies
