Observation (CORRECTED DURING INSPECTION): Operator using Neutra quat 31 concentrate from head office for sanitizing food contact surfaces. Concentration of quat was measured and found well above 600 PPM residual. According to label, it is a disinfectant and not a sanitizer that requires rinsing with potable water.
Corrective Action(s): Ensure that a non rinse sanitizer is used for all food contact surfaces. Please verify with company before reusing, that it can be used as a non rinse sanitizer for food contact surfaces and the correct concentration if able to. Operator to switch to bleach water solution at a 100 PPM chlorine residual until such time.

Chest freezer is -18 degrees C.
Liquid soap and paper towel at handsinks.
Sanitizer in third compartment of sink contained 100 PPM chlorine residual.
Warmers of rice and soup were being maintained at 60 degrees Cor hotter.
General sanitation of premises is overall good.
No signs of pests at time of inspection.
