Introduction

An unscheduled routine inspection was conducted to assess compliance with the Community Care and Assisted Living Act (CCALA), the Child care Licensing Regulations (CCLR) and the relevant Director of Licensing Standards of Practice (DLSP).
All areas of the facility were reviewed for compliance. Apart from the following areas:
Group Child Care School Age program (children's files were reviewed)

Current Inspection - Items reviewed comply with the Act, regulations & standards of practice except for those noted on supplementary pages.

Observed Violations
PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 11200 - CCLR s.17 - A licensee must ensure that children do not have access to any object or substance that may be hazardous to the health or safety of a child.
Observation (CORRECTED DURING INSPECTION): Licensing observed that there was Borax and plastic bags stored under the sink which was accessible to children. The latch on the cupboard door was faulty and Licensee rectified that during inspection.
Corrective Action(s): Please ensure that all hazardous materials are inaccessible to children at all times. Please monitor this latch for effectiveness.

STAFFING: 12060 - CCLR s.19(1)(c) - A licensee must not employ a person in a community care facility unless the licensee or, in the case of a person who is not the manager, the manager has first met with the person and obtained all of the following: (c) a record of the person's work history.
Observation: On review of 5 staff files, Licensing observed that the Manager was missing a resume in the file.
Corrective Action(s): Please ensure all staff files are complete on site.

STAFFING: 12140 - CCLR s.19(4)(a) - A licensee must not employ a person in a community care facility as (a) an educator or an assistant unless the person holds a certificate issued under Division 2 [Employee Qualifications], which must be verified by the licensee using a system established and maintained by the director of the early childhood educator registry,
Observation: On review of 5 staff files, Licensing observed that 2 qualified Early Childhood Educators were missing verification of their certification. All others were completed.
Corrective Action(s): Please ensure that staff certification is verified through the ECE Registry.

Comments

Summary of Inspection

At today’s inspection there were 18 children and 2 staff present as well as a practicum student and the Licensee/Manager. At this inspection the above noted contraventions were identified .
Licensee is required to respond in writing to Licensing by January 21st 2019, addressing the contraventions cited.

As part of this Routine Inspection a Facility Risk Assessment Tool was completed and a copy was provided.

The following education/recommendations were provided:
· Promoting Active Play in the program
· Temporary Placements
· Active Supervision
· Lead in the Water/flushing pipes

· Child Safety Alert Bulletin

Licensing may conduct a follow up inspection to observe the Group Child Care School Age in session.
