Introduction

An unscheduled routine inspection was conducted to assess compliance with the Community Care and Assisted Living Act (CCALA) and the Child Care Licensing Regulations (CCLR) and the relevant Director of Licensing Standards of Practice (DOLSP). Evidence for this report was based on the Licensing Officer’s observations, review of the facility records, and information provided by the facility staff at the time of the inspection.

The following areas were reviewed:

· Hygiene and Communicable Disease Control
· Medication
· Nutrition and Food Services

· Records and Reporting

As part of this routine inspection a Facility Risk Assessment Tool is completed and a copy is provided. The Risk Assessment includes non-compliance identified during the routine inspection, and a 3 year “historical” review of the facility’s compliance operation.

Observed Violations
PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 11200 - CCLR s.17 - A licensee must ensure that children do not have access to any object or substance that may be hazardous to the health or safety of a child.
Observation (CORRECTED DURING INSPECTION): Licensing observed cleaners, including bleach and pinesol, stored in an unlocked low cupboard in the eating area, potentially accessible to children. Licensing notes that there was a latch on the cupboard, but this latch was broken .
Corrective Action(s): Ensure potential hazards such as cleaners are inaccessible to children. Licensing discussed possible options, including the option of storing cleaners out of children's reach. The manager moved the potential hazards to a high location that could not be reached by children.

Comments

Upon Licensing's arrival, there were five staff present with 11 children. The following was observed and/or discussed at time of this inspection with the Licensee:
Staff documentation was reviewed and appears complete and current. Licensing notes that staff qualifications have been validated as per the new regulation requirements. Licensing reminded the manager that there is currently a considerable wait time for renewal of ECE licenses and criminal record clearances and that it is important that there renewals are made well before the expiry date.
Licensing has already provided information to the licensee and manager about the LIVE 5210 initiative, the recent regulation amendments and the new Active play standards of practice. Licensing reviewed the requirement (by September 2017) for written policies related to Active Play and Screen time. Some information has been provided on these new requirements and more information will be provided in the coming months.
Today, licensing observed the children engaged in snack time, circle time, free play time and outdoor play time. The manager and staff confirmed that outdoor play in an important part of the daily program.
The manager confirmed that the daycare children use a public playground for outdoor play. Licensing notes that this playground is directly adjacent to the daycare. The manager described health and safety precautions that are taken in regards to using this public, unfenced playground (i.e. supervision, careful inspection of the playground before children use it, logbook documentation etc.).

This report was reviewed with the manager.
