Introduction

An unannounced routine inspection was conducted to assess compliance with the Community Care and Assisted Living Act, Child Care Licensing Regulationand the applicable Director of Licensing Standards of Practice. All areas of the facility were inspected for compliance except for the facility's policies and procedures as there have been no changes since the last routine inspection.

Observed Violations
PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 11010 - CCLR s.13(1) - A licensee must ensure that a healthy and safe environment is provided at all times while children are under the supervision of employees.
Observation: The outdoor play area has a variety of equipment and activities for the children to engage in. During today's inspection the Licensing Officer observed a piece of equipment that is a combination climber and slide. There is a square of rubber matting at the base of the slide. As per the Director of Licensing Standards of Practice any item over 18" must be located on resilient ground cover to mitigate injuries. A copy of this document was provided with this report for the Licensee's reference.

Corrective Action(s): Ensure all equipment located on the grass meets the legislative requirements. For this piece of equipment additional rubber matting is required at the base of the stairs, under the base of the slide and the landing area. Alternately the Licensee may chose to remove the piece of equipment until they are able to add resilient ground cover.

PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 11180 - CCLR s.16(4)(a) - A licensee must ensure that all indoor and outdoor play materials and equipment accessible to children are (a) suitable for the age and development of the children.
Observation: During the inspection the Licensing Officer noted 2 bouncy chairs in the facility. Upon review of all the children's records there is no children presently in care under the age of 12 months. Bouncy chairs are recommended for use by children up to 9 months of age and not to be used for feeding or sleeping.

Corrective Action(s): At the present time the bouncy chairs are not suitable for the children in care and will need to be placed in storage.

CARE AND/OR SUPERVISION: 14020 - CCLR s.34(2)(a) - Without limiting subsection (1), a licensee must ensure that (a) children attending a community care facility are divided into groups, with each group having no more children than that permitted in Schedule E.
Observation: The Licensing Officer noted the facility's sign in and sign out sheet and noted there were more than 4 children in care between the hours of 7:45 and 8:15am on Dec 9, 10, 11 and 16th. Staff shifts are from 7:45am to 4:15pm and 8:15am to 5:30pm. It is the Licensing Officer's understanding that staff will stay beyond their afternoon shift until there are less than 4 children in care.

Corrective Action(s): The Licensee must ensure there is sufficient staffing through out the day. The Licensee is licensed as a group child care (under 36 months) program. Therefore the staff to child ratio is 1 to 4.

Comments

At the inspection dated, December 16, 2019 there were 2 staff and 8 children present. At this inspection the above noted violations were identified and any action required by the Licensee is included. As part of this routine inspection a Facility Risk Assessment Tool is completed and a copy is provided.

Neither the Licensee or Manager were present for today's inspection. Please ensure this report is brought to their attention and if there are any questions they may contact the writer.
