Introduction

An unscheduled routine inspection was conducted to assess compliance with the Community Care and Assisted Living Act (CCALA), the Child Care Licensing Regulations (CCLR) and the relevant Director of Licensing Standards of Practice (DLSP). All areas of the facility were inspected for compliance.

Current Inspection - Items reviewed comply with the Act, regulations & standards of practice except for those noted on supplementary pages.

Observed Violations
PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 11010 - CCLR s.13(1) - A licensee must ensure that a healthy and safe environment is provided at all times while children are under the supervision of employees.
Observation: Licensing observed the following inside the facility:
-The window to the sleeproom was open. There was no lock on the window and it was only covered by a screen. Although it is noted that the window is not at the children's level it could present a potential falling hazard if the children had access to the window.


Licensing observed the folowing in the play area outside the facility:

-A cord next to the wall of the house was loose. This could be a potential strangulation hazard.
Corrective Action(s): Please ensure a healthy and safe environment is provided at all times to the children in care.

PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 11020 - CCLR s.13(2) - A licensee must ensure that the community care facility and the furniture, equipment and fixtures within it are clean and in good repair while children are in attendance.
Observation: During the inspection the following was observed:

-Cracks were noted in the washroom tile
-Paint chips were noted on the windowsill, the walls and the baseboards

Corrective Action(s): Please ensure the facility is in good repair

PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 11200 - CCLR s.17 - A licensee must ensure that children do not have access to any object or substance that may be hazardous to the health or safety of a child.
Observation: During the inspection the following was observed in the washroom:
-plastic bags located under the sink were accessible to children. This could cause a potential suffocation hazard.
-the bleach and water solution was placed next to the diaper changing mat. This is accessible to children and could cause a potential poisoning hazard.
Corrective Action(s): Please ensure the children do not have access to any objects or substances that are hazardous to their health and safety

RECORDS AND REPORTING: 19100 - CCLR s.57(2)(d) - A licensee must keep, for each child, a record showing the following information: (d) name and telephone number of a parent, medical practitioner and emergency contact.
Observation: Four out of eight children's records were reviewed. The following was missing from the child's records:
-the name and contact number of a medical practitioner
-the name of an emergency contact
Corrective Action(s): Please ensure the children's records are complete

Comments

At the inspection dated October 4, 2019 there were 8 children and 1 staff and the Manager was present. At this inspection the above noted contraventions were identified. Please send a written response to licensing by October 18 outlining how the above noted contraventions have been corrected. As part of this Routine Inspection a Facility Risk Assessment Tool is completed and a copy is provided.

The following education/recommendations were provided:
· Promoting Active Play in the program
· Temporary Retentions
· Active Supervision
· Lead in the Water
· One item was removed from the first aid kit as it had a Drug Identification Number) DIN number. Permission must be given to administer any item with a DIN number

This report was reviewed with the Manager prior to signing.
