Introduction

An unscheduled routine inspection was conducted to assess compliance with the Community Care and Assisted Living Act (CCALA), the Child care Licensing Regulations (CCLR) and the relevant Director of Licensing Standards of Practice (DLSP).
All areas of the facility were reviewed for compliance.

Current Inspection - Items reviewed comply with the Act, regulations & standards of practice except for those noted on supplementary pages.

Observed Violations
LICENSING: 10070 - CCLR s.11(4) - A licensee must display in a prominent place in the community care facility the certificate, or a copy of the certificate, of any educator or assistant employed to work in the community care facility.
Observation: Licensing observed 1 staff ECE certificate not posted; 1 posted certificate expired; 1 staffs information posted who no longer is employed
Corrective Action(s): Please ensure current certificates are prominently posted

PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 11010 - CCLR s.13(1) - A licensee must ensure that a healthy and safe environment is provided at all times while children are under the supervision of employees.
Observation: Licensing observed the following:
- Cables loose along the floor in the 3-5 program - tripping hazard
- Christmas tree wrapped but stand upturned - could harm a child if fell onto it
- Storage cupboard door left open which houses cleaning materials
- Light not working in bathroom - limited visibility for children
- Diaper pad not sanitized after use
Corrective Action(s): Please ensure a healthy and safe environment at all times

RECORDS AND REPORTING: 19090 - CCLR s.57(2)(c) - A licensee must keep, for each child, a record showing the following information: (c) daily attendance record, indicating for each day whether the child is absent or, if the child is present, the time of arrival and departure.
Observation: Licensing observed the following:
- Departure times not always recorded in I/T program
- Child transitioning was not signed out of initial entry program (Licensing did note that the child was signed into visiting program)
Corrective Action(s): Please ensure attendance is accurate and complete at al times

Comments

Summary of Inspection

At today’s inspection there were 8 children in the Group Child Care (under 36 month) program with 2 staff and 16 children in the Group Child Care (30 months to school age) program with 2 staff present. The Manager was also on site as well as another staff covering break times.
44 children are currently enrolled.

At this inspection the above noted contraventions were identified.
Licensee is required to submit a corrective action plan to address the contravention/s
Licensing will review the corrective action plan
As part of this Routine Inspection a Facility Risk Assessment Tool was completed and a copy was provided.

The following education/recommendations were provided through discussion:
- Healthy eating using the Canada Food Guide
- Active Play promotion
- Requirements of Temporary Placements applications
- Active Supervision reminders particularly in public spaces
- Reportable Incident reporting to Duty line: #604 587 3936 for emergencies if area Licensing Officer can’t be contacted.
- Lead in water – reminder to flush pipes
- Expired staffing plan exemption.
