Introduction

An unscheduled routine inspection was conducted to assess compliance with the Community Care and Assisted Living Act, Child Care Licensing Regulationand the relevant Director of Licensing Standards of Practice. All areas of the facility were inspected for compliance.

Contraventions
Previous Inspection - Contraventions observed on FIR #SMOY-AVLVBG have been corrected except for those noted on supplementary pages.
Current Inspection - Items reviewed comply with the Act, regulations & standards of practice except for those noted on supplementary pages.

Observed Violations
PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 11020 - CCLR s.13(2) - A licensee must ensure that the community care facility and the furniture, equipment and fixtures within it are clean and in good repair while children are in attendance.
Observation: On February 2, 2018, facility inspection report #SMOY-AVLVBG the facility was found in violation of this section as the outdoor decking in front of the facility's front door was bubbling and lifting. The program uses this area as for outdoor play. During today's inspection the Facility Manager reported that this issue was reported to the maintenance department however it remains outstanding.

Corrective Action(s): The Licensee will follow up with the maintenance department to inquire what the plan is for addressing this violation and an approximate time frame for when the work will be completed.
Date to be Corrected: The Licensee will need to submit their plan of action to licensing by January 31, 2019.


Comments

At today's inspection there were 2 staff and 11 children present. At this inspection the above noted violations were identified that are required to be addressed. As part of this routine inspection a Facility Risk Assessment Tool is completed and a copy is provided.

The following information was shared with staff:
Supervision - the Director of Licensing Standards of Practice Active Play and Safe Play Spaces speaks directly to active supervision. All staff must practice active supervision, a combination of close proximity and attention, watching, and listening. Staff must be able to move through and see the entire play space. All staff must know how many children are in their care at all times.
Reportable incidents - if a child is involved in a reportable incident as per Schedule H of the Child Care Licensing Regulationchild care staff must report it to Licensing within 24 hours. Child care staff must call their Licensing Officer to make this report. If the Licensing Officer is unavailable child care staff are asked to call the Central Intake Line at (604) 587-3936 and ask to speak with the Regional Licensing Officer. This phone is staff during regular business hours.
Lead in the water - child care staff are being encouraged to help reduce the amount of lead children may be exposed to. Staff may achieve this by turning on the taps each morning where children access their drinking water and leave the taps running for two to five minutes.
NOTE: handouts regarding lead in the water, reportable incidents and and forms were provided at the time of the inspection.
