Introduction

A scheduled routine inspection was conducted to assess compliance with the Community Care and Assisted Living Act (CCALA), the Child Care Licensing Regulations (CCLR) and the relevant Director of Licensing Standards of Practice (DLSP). All areas of the facility were inspected for compliance.
A Covid-19 risk screening was completed prior to attending the facility.

Observed Violations
LICENSING: 10010 - CCLR s.10(1) - Applicants for licences and licensees must notify a medical health officer immediately of any change in the information provided under section 9.
Observation: The Manager informed the Licensing Officer that the program space located inside the school has changed. It was discussed that notification, a site plan, and a floor plan must be submitted to the Licensing department.
Corrective Action(s): Ensure that any change to the information provided in the application is notified to the medical health officer.

PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 11200 - CCLR s.17 - A licensee must ensure that children do not have access to any object or substance that may be hazardous to the health or safety of a child.
Observation (CORRECTED DURING INSPECTION): Knives were observed in a drawer accessible to the children in care.
Corrective Action(s): Ensure that no hazardous item is accessible to the children in care. Corrected during the inspection.

STAFFING: 12040 - CCLR s.19(1)(a) - A licensee must not employ a person in a community care facility unless the licensee or, in the case of a person who is not the manager, the manager has first met with the person and obtained all of the following: (a) a criminal record check for the person.
Observation: 2 of 6 employee files reviewed did not contain a current criminal record check.
Corrective Action(s): Ensure that each person employed has a current criminal record check.

CARE AND/OR SUPERVISION: 14030 - CCLR s.34(2)(b) - Without limiting subsection (1), a licensee must ensure that (b) the ratio of employees to children attending a community care facility is no less than that permitted in Schedule E.
Observation: An early childhood educator certificate was expired. The employee stated that it was renewed.
Corrective Action(s): Ensure that the employee to child ratio is no less than schedule E.

RECORDS AND REPORTING: 19250 - CCLR s.58(2)(a) - The licensee must (a) develop the care plan in consultation with a parent of the child requiring extra support and any person requested by the parent.
Observation: 1 child who requires a care plan did not have one created.
Corrective Action(s): Ensure that each child requiring a care plan has one developed in consultation with the parent.

Comments

Summary of Inspection
At the inspection dated November 2, 2020 there were 9children and 3 staff present. At this inspection the above contraventions were identified. The Manager will take action to bring the facility into compliance and provide a written response to the Licensing Officer. The Licensing Officer will review the response. As part of this Routine Inspection a Facility Risk Assessment Tool and a Covid-19 Infection Control Assessment was completed and a copy provided. This inspection and the risk assessment were written off site and a copy was provided to the facility.
The following education/recommendations were provided:
· Increased sanitization procedures
· Facility cleaning supplies and products
· COVID-19 prevention strategies were reviewed and discussed.
