Introduction

An unscheduled routine inspection was conducted to assess compliance with the Community Care and Assisted Living Act (CCALA), the Child Care Licensing Regulations (CCLR) and the relevant Director of Licensing Standards of Practice (DLSP). All areas of the facility were inspected for compliance.

Contraventions
Previous Inspection - Contraventions observed on FIR #SWAR-AZWQC have been corrected.
Current Inspection - Items reviewed comply with the Act, regulations & standards of practice except for those noted on supplementary pages.

Observed Violations
PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 11200 - CCLR s.17 - A licensee must ensure that children do not have access to any object or substance that may be hazardous to the health or safety of a child.
Observation (CORRECTED DURING INSPECTION): In two classrooms the cupboards under the sink were not locked and had items that may be hazardous to the children in care. One cupboard contained staff purses and one cupboard contained medication.
Corrective Action(s): Ensure that any objects or substances that may be hazardous to children is not accessible by placing these items in another spot or locking these cupboards.

STAFFING: 12050 - CCLR s.19(1)(b) - A licensee must not employ a person in a community care facility unless the licensee or, in the case of a person who is not the manager, the manager has first met with the person and obtained all of the following: (b) character references in respect of the person.
Observation: Five staff files were reviewed. One file did not contain multiple reference checks.
Corrective Action(s): Ensure all staff files are complete.

STAFFING: 12090 - CCLR s.19(1)(f) - A licensee must not employ a person in a community care facility unless the licensee or, in the case of a person who is not the manager, the manager has first met with the person and obtained all of the following: (f) evidence that the person has complied with the Province's immunization and tuberculosis control programs.
Observation: Five staff files were reviewed. One file does not contain evidence of the individuals immunization status.
Corrective Action(s): Ensure all staff files are complete.

RECORDS AND REPORTING: 19090 - CCLR s.57(2)(c) - A licensee must keep, for each child, a record showing the following information: (c) daily attendance record, indicating for each day whether the child is absent or, if the child is present, the time of arrival and departure.
Observation: Licensing reviewed sign in/out sheets in all seven classrooms. In six of these classrooms Licensing observed multiple days in which children have not been signed out. This is a repeat contravention.
Corrective Action(s): Ensure all children are signed in/out daily including the time of arrival and departure.

RECORDS AND REPORTING: 19260 - CCLR s.58(2)(b) - The licensee must (b) review the care plan at least once each year with a parent of the child requiring extra support and any person requested by the parent.
Observation: Licensing reviewed multiple active care plans. Two of these plans have not been reviewed with the parent within the past year.
Corrective Action(s): Ensure all care plans are reviewed at least once each year with the parent.

Comments

At this inspection there were 79 children, 17 staff and the Manager present. At this inspection the above noted contraventions were identified. The Manager is required to take corrective action to bring the facility in to compliance and provide a written response to Licensing by July 2, 2019. As part of this Routine Inspection a Facility Risk Assessment Tool is completed and a copy is provided.
