Introduction

An unscheduled routine inspection was conducted to assess compliance with the Community Care and Assisted Living Act (CCALA), the Child Care Licensing Regulations (CCLR) and the relevant Director of Licensing Standards of Practice (DLSP). All areas of the facility were reviewed for compliance with the exception of Group Chid Care School Age Care program that was not in operation during summer.

Observed Violations
PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 11010 - CCLR s.13(1) - A licensee must ensure that a healthy and safe environment is provided at all times while children are under the supervision of employees.
Observation: The following were observed during today's inspection;
- A toys/book shelf in 3-5 room was not secured and it was posing tipping hazard.
-Tower fans were placed on top of the toy shelves. Fans were wobbly and could fall on a child sitting in that area.
-There was water leakage from fridge in 3-5 room. Licensing observed that floor around the fridge was wet and slippery.
Corrective Action(s): Ensure that safe and healthy environment is provided to children in care at all times.

STAFFING: 12140 - CCLR s.19(4)(a) - A licensee must not employ a person in a community care facility as (a) an educator or an assistant unless the person holds a certificate issued under Division 2 [Employee Qualifications], which must be verified by the licensee using a system established and maintained by the director of the early childhood educator registry,
Observation: Review of 7 staff files observed that one staff was missing documentation of ECE certificate verification.

RECORDS AND REPORTING: 19090 - CCLR s.57(2)(c) - A licensee must keep, for each child, a record showing the following information: (c) daily attendance record, indicating for each day whether the child is absent or, if the child is present, the time of arrival and departure.
Observation: Review of children attendance records in 3-5 years old room observed that there were 9 children in attendance but only 7 children were signed in at the time of inspection.
Corrective Action(s): Ensure attendance records are complete indicating arrival and departure time for all children in care.

Comments

At the inspection dated August 12, 2019 there were 10 children and 2 staff in 3-5 years old room # 1, 9 children and 2 staff were present in 3-5 years old room #2. 8 children and 2 staff were working in Infants room and 6 children and 2 staff were observed in toddler room. At this inspection the above noted contraventions were identified. As part of this Routine Inspection a Facility Risk Assessment Tool is completed and a copy is provided.
A response in writing is required to be submitted to Licensing by the date below, outlining how the contravention(s) have been addressed.
A follow up inspection may be conducted to review School Age Care program in October 2019.
