Introduction

An unscheduled routine inspection was conducted to assess compliance with the Community Care and Assisted Living Act (CCALA), the Child care Licensing Regulations (CCLR) and the relevant Director of Licensing Standards of Practice (DLSP).
All areas of the facility were reviewed for compliance. Apart from the following areas:
Group Child care (school age) program as they were at school.

Current Inspection - Items reviewed comply with the Act, regulations & standards of practice except for those noted on supplementary pages.

Observed Violations
RECORDS AND REPORTING: 19090 - CCLR s.57(2)(c) - A licensee must keep, for each child, a record showing the following information: (c) daily attendance record, indicating for each day whether the child is absent or, if the child is present, the time of arrival and departure.
Observation: On review of attendance records in the Group Child Care (30 months to school age) program, there were some records missing a sign out time. Manager stated that staff are responsible to ensure accurate records.
Corrective Action(s): Please ensure all attendance records are accurate and complete at all times.

RECORDS AND REPORTING: 19220 - CCLR s.58(1)(b) - A licensee must keep, for each child requiring extra support, a current care plan showing the following information: (b) the courses of action recommended by health care professionals to address the needs of the child requiring extra support.
Observation: On review of a random selection of children's files, Licensing observed that one child, identified with a medical condition, did not have a care plan in place that directed staff with a course of recommended action should the medical condition occur. Information was provided in the registration form of steps to take should the child present with lead up symptoms, but not if the resulting action occurred.
Corrective Action(s): Please ensure that all relevant information is provided to staff with a course of action in case a response to a medical condition is required.

Summary of Inspection

At today’s inspection there were 10 children in the Group child care (under 36 month) program with 4 staff and 14 children and 4 staff present in the group Child Care (30 months to school age) program. 58 children are currently enrolled.
A student from the JIBC accompanied Licensing today.

At this inspection the above noted contraventions were identified.
Licensee is required to submit a corrective action plan to Licensing by the date below.
Licensing will review and monitor the corrective action plan.
As part of this Routine Inspection a Facility Risk Assessment Tool was completed and a copy was provided.

The following education/recommendations were provided through discussion:
- Reportable Incident reporting to Duty line: #604 587 3936 for emergencies if area Licensing Officer can’t be contacted.
- Active Supervision both indoors and outdoors.
- Temporary Placement application process and requirements.
- Ensuring that all spray bottles containing bleach/water solution are appropriately labelled. These were inaccessible to children.
- A check of resilient surfacing in the gravelled section may require re-distribution to ensure appropriate depth.
- Recommends placing a cone over a pipe in the outdoor play space as a visual alert for a tripping concern. Noted that there hasn't been any incidents to date.
